Description
NASA/SSC is hereby soliciting information about potential sources for Administrative/Clerical Support Services at the John C. Stennis Space Center (SSC). The anticipated performance period is expected to be 5 years after contract award including options. Stennis Space Center seeks information to determine if capabilities exist to set this procurement aside for 8(a) firms, HubZone firms or Service Disabled Veteran Owned Small Business (SDVOSB) firms or any combination thereof across the US. For HubZone firms, if available, please provide a letter of certification from the SBA, dated within the last three years. The NAICS code for this work is 561110 (Office Administrative Services) and the size standard is $7 million. Based on information submitted by companies subject to NAICS code 561110, NASA will determine the final content of the future solicitation. This sources sought notice should not be construed as a formal request for proposals but, rather a pre-solicitation synopsis requesting information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This notice is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the evaluation. The contractor will perform in a highly technical, changing and dynamic professional environment that requires excellent customer service. Multi-tasking is required in all functional areas. The day-to-day management of the tasks is to be coordinated by an onsite lead that interfaces with the SSC procurement team. Potential offerors are requested to provide their philosophy on customer service, including phone coverage, backfill capacity, etc.; their work practices on managing in a multi-tasking environment; and an outline of their daily management strategy in the Statement of Capabilities. The current contracts Performance Work Statement (PWS) elements are included within the attached Statement of Capabilities Worksheet for a more detailed review of the work. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service (NAIS). It is the potential offerors responsibility to monitor the sites for the release of any additional information pertaining to this synopsis or any resulting solicitation. Potential offerors are asked to complete and submit the Statement of Capabilities Worksheet (3 pages) attached to this announcement, electronically, by e-mailing the completed spreadsheet to Sarah.M.Maine@nasa.gov by 3:00pm Central Time, on March 13, 2013. Comments or suggestions relevant to this proposed acquisition are welcome and may also be included on the spreadsheet. Contractors are welcome but not required to submit any additional documentation that may support their ability to comply with this Performance Work Statement (PWS). Additional responses to the 3 page Statement of Capabilities Worksheet shall not exceed 5 pages, including attachments. NOTE: Indicate if your interest and capabilities are directed at the potential prime contract or subcontract level. DO NOT SUBMIT ANY PROPRIETARY INFORMATION. The Government reserves the right to consider a set-aside based on responses hereto. An Ombudsman has been appointed. See NASA Specific Note 'B'.
