- Pre-Solicitation Notice for the M2A1 Quick Change Barrel Kit Amendment 2 The US Army Contracting Command - New Jersey, Soldier Weapons (ACC-NJ-SW) in support of Product Manager Crew Served Weapons intends to issue a solicitation to procure approximately 50,000 M2A1 Quick Change Barrel (QCB) Kits. The QCB Kits will be used to convert M2 machine guns into M2A1 machine guns with a fixed headspace and timing configuration. The QCB Kit shall include, but not be limited to, a barrel support, two quick change barrels, barrel carrying handle, flash hider, and barrel extension. To meet continuous requirements for FY13 through FY18, the United States Government intends to award, to one or more Offerors, a five (5)-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s) with a period of performance of six (6) years from Government First Article Approval to Offerors whose proposal provides the Best Value to the Government at the Lowest Price Technically Acceptable (LPTA). If multiple awards are made, the minimum guaranteed amount will be split between awardees and the minimum guarantee for each anticipated contract award will be 1,000 QCB Kits. This contract requires a delivery rate of 400 QCB Conversion Kits per month per vendor. After satisfaction of the guaranteed minimum, subsequent Firm Fixed Price (FFP) orders will be competed amongst awardees in accordance with the solicitation. The anticipated award date for this procurement action is 4th Quarter of Fiscal Year 2013. NOTE: The Technical Data Package is marked Distribution D and is controlled by ITAR regulations. Once the solicitation is released, interested parties must mail/email a signed and approved DD Form 2345 Military Critical Technical Data Agreement along with a completed and signed AMSTA-AR Form 1350 Technical Data Request Questionnaire, and a completed and signed U.S. Government Non-Disclosure / Non-Use Agreement (forms included in solicitation documents). A copy of the company's State/Provincial Business License, Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany the DD Form 2345. In addition to the above, please note that the total proposed contract price submitted by any prospective contractor(s) will have 5% added to cover royalties to General Dynamics Armament and Technical Products, Inc. (GDATP). This 5% addition does not apply to GDATP. Please note that this notice does not constitute a Request For Proposal (RFP). All responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the Government following the release of an official solicitation. This notice is not a solicitation and does not obligate the Government to issue a solicitation, nor will the Government be liable for any costs involved for submission of information in response to this notice. Release of an official solicitation is anticipated to occur towards the beginning of April 2013. Interested parties are encouraged to monitor FedBizOpps for the release of the solicitation.
