Description
This requirement is being procured in accordance with FAR Part 12, Acquisition of Commercial Items and an award will be made in accordance with FAR Part 13, Simplified Acquisition Procedures. This combined synopsis/solicitation is notice that the Fish and Wildlife Service (FWS) has issued a solicitation for licensed marine Contractor to provide regulatory manatee marker installation and repairs for the Jacksonville/North Florida Ecological Services Office in Jacksonville, Florida. The work to be performed under this contract order will primarily be located in the waters of Kings Bay, Crystal River, Citrus County, Florida. The Government will provide the signs. The Contractor will install 6 new markers (including pilings, mounting brackets, and signs). The Contractor will replace signs on 19 existing markers (including removing existing signs, replacing and or repairing mounting cross arms and mounting hardware as needed to install signs, replacing reflective tape per specifications, as needed, and replacing bird-deterring piling caps on pilings, as needed). For sign replacements, existing signs will be removed. New, repaired, or existing cross-arm mounting brackets must be sufficient enough to maintain mounted signs. Signs will be installed on mounting brackets. Reflective tape must be placed on pilings according to specifications where needed. Bird-deterring piling caps will be placed on the tops of pilings where needed. Materials (pilings, lumber, hardware, reflective tape, and bird-deterring piling caps) used for installations must include marine grade pilings and lumber and corrosion resistant hardware. The Contractor is responsible for obtaining any required permits for use of county, state or other public waterways and roads. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform work as defined in the Performance Work Statement (within the solicitation) except for those items specified as government furnished property and services. The Period of Performance shall be on or about March 25, 2013 thru March 31, 2013. Markers/signs should be installed/repaired prior to April 1, 2013 due to regulatory requirements. This action is being solicited os a small business set-aside under the North American Industrial Classification System (NAICS Code) 488310. Size-standard is applicable. A firm-fixed price commercial contract order will be issued. The offers/proposal(s) will be evaluated based on the following evaluation factors: Factor 1 - Technical Capability to include Workload Capacity, Work Plan/Technical Approach and Equipment/Supply List; Factor 2 - Technical Experience to include Staffing Capacity, & Key Personnel; Factor 3 Quality Control Plan; Factor 4 Past Experience/Past Performance; and Price. The Government will evaluate price for all technically acceptable offers and the lowest priced technically acceptable Offeror will receive an award. *The Government reserves the right to reject offers (without discussions) that are unreasonably low or high in price and as a result, not make an award.
