Description
The subject Sources Sought Notice is hereby modified to revise the applicable North American Industry Classification Code (NAICS) from 541330 Engineering Services to 541330 "Engineering Services, Military and Aerospace Equipment and Military Weapons", which has a small business size standard of $35.5 million. There is no solicitation available at this time. This notice is published for market research purposes only and shall not be construed as a Request for Proposal, Request for Quote, or as an obligation on the part of the Government. The Government does not intend to award a contract solely on the basis of this notice nor will it reimburse the respondent for any costs associated with preparing or submitting a response to this notice. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is seeking qualified 8(a), historically underutilized business zone (HUBZone) small business, service-disabled veteran-owned small business (SDVOSB), and small business sources to provide ocean engineering services in support of projects involving ocean cable systems, ocean work systems, waterfront facilities, offshore structures, moorings, and ocean construction equipment as specified in the attached draft Performance Work Statement (PWS). The work may be performed at various locations worldwide in environments ranging from arctic to tropic and at all water depths where construction, installation, maintenance, inspection, repair, and salvage operations may be needed to support NAVFAC EXWC customers. Project locations may include work aboard Government, Government-contracted or contractor chartered vessels or platforms. A significant amount of travel will be to EXWC, Port Hueneme, CA. Individual tasks under the planned indefinite delivery, indefinite quantity contract may include technical support in the following general areas: Harbor/Waterside Security Projects; Specialized and Fleet Moorings; Underwater Instrument Array Design, Installation, Inspection, and Repair (Magnetic Silencing Facilities); Submarine Cable Projects; Ocean System concept development, design, analysis, provide hardware, installation, and repair; Ocean Work Platform Support; Heavy Load Handling Engineering; Offshore Structure/Buoy Projects; Seafloor Engineering Projects; Marine Power Systems; Ocean Energy Generation Projects; Underwater Construction Tools; Environmental Investigations and Permitting Support for Ocean Projects; Nearshore and Across-the-Beach Load and Logistics Handling Systems; and Nearshore and Inshore Naval Expeditionary Mission Systems. Only a brief statement of qualifications and capabilities [not to exceed ten (10) pages] is requested at this time. At a minimum, include the following information in your submittal: 1) Company name and point of contact, including address, phone, and e-mail; 2) CAGE code and DUNS number; 3) Business size standard as registered in the System for Award Management (https://www.sam.gov/portal/public/SAM/) for NAICS Code 541330; and 4) Statement of qualifications and capabilities to include experience relative to the draft PWS. General marketing material may be included, but must fall within the ten (10) page submittal limitation. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Please clearly mark any restricted or proprietary data in your submittal and present it as an addendum to the non-restricted/nonproprietary information. NAVFAC EXWC reserves the right to independently verify all information submitted. Interested vendors are encouraged to identify themselves as such at the FedBizOpps website for purposes of furthering teaming arrangements and subcontracting opportunities. Submittals may be made individually or as a prospective team. Joint Ventures (JV) must submit JV approval from the Small Business Administration.
