- The following is a pre-solicitation synopsis of a proposed contracting action in accordance with Federal Acquisition Regulation (FAR) 5.201. The solicitation is estimated to be available for downloading on or about March 15, 2013, and will be posted to the Government Point of entry at https://www.fbo.gov. The US Department of Labor (DOL) is seeking potential offerors who possess current and relevant experience, personnel and capability necessary to perform construction services for the construction of a New Wind River Job Corps Center, located in Riverton, Wyoming. The proposed new center consists of 7 buildings which have a total of approximately 161,000 gross square feet (GSF) and consists of a Welcome Center, Administrative/Wellness/Student Services Buildings, Educational/Vocational Building, a Cafeteria/Warehouse Building, a Recreation Center and two 2-story Dormitories. The work shall also include major site improvements in the form of clearing, grading general landscaping, roads, parking, drainage, connection to all utility lines, installation of geogthermal wells and site/security lighting for the new buildings as specified in the Scope of Work. The North American Industry Classificaiton System (NAICS) Code is 236220. Commercial and Institutional Building Construction, with a Small Business Business Size Standard of $33.5 million in annual receipts. A Firm Fixed-Price contract is contemplated. The solicitation will be issued, per FAR 19.1301 as a 100% HUBZone set-aside for Small Businesses. The magnitude of this procurement is more than $10,000,000. The Bid Opening will be held in Washington, DC. A Pre-Bid Conference is to be held in Riverton, Wyoming, and more information will be provided in the solicitation. The US Small Business Administration (SBA) currently has a program that can provide surety bond guarantee on a Federal contract to small busineses up to $2M.
