Description
****ATTENTION**** ALL FORMAL COMMUNICATION RELATED TO THIS ACQUISITION SHOULD BE DIRECTED TO Elisa Boyer, Contracting Officer at 256-955-6819 or Felicia Dortch, Contract Specialist at 256-876-4964. The United States Army, through the Integrated Air and Missile Defense (IAMD) Project Office, Redstone Arsenal, AL, has a requirement for supplies and services in support of IAMD requirements associated with the Patriot Advanced Capability (PAC-3) / Missile Segment Enhancement (MSE) program. The PAC3/MSE Support to IAMD Basic Ordering Agreement (BOA), to include the first task order, will encompass supplies and services required to support the IAMD Program to: 1) coordinate, engineer, adapt and support a Software - Fire Solution Computer (S-FSC) emulation based on upgrades developed and provided by the Lower Tier Project Office (LTPO) as part of PATRIOT modernization; 2) conduct IAMD system-of-systems integration and flight test support that may include IAMD integration and flight test planning, development efforts, pre-flight analysis and performance predictions, on-site integration support at the Government labs in Huntsville, AL, support to the PATRIOT Test Facility Andover/System Integration and Test Facility in Boston, MA, range support for IAMD flight testing, post flight analysis and ground support equipment; 3) and provide analyses and support to IAMD working groups and meetings. The contractor will furnish all supplies and services supported by an integral set of engineering, program management, product assurance, configuration/ data management, integrated logistics support, software engineering, system engineering, modeling and simulation, integration, test and evaluation, security, and safety activities. The BOA will be for a five-year period and orders under the BOA will be issued on a Cost Plus Fixed Fee (CPFF) or a Cost Plus Incentive Fee (CPIF) basis. The estimated total value of orders to be placed under the BOA will be $41,999,812. The Government presently intends to award the BOA and subsequent orders to Lockheed Martin Missiles and Fire Control (LMMFC), 1701 West Marshall Drive, Grand Prairie, TX 75051 (CAGE Code 64059), pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, quote mark Only One Responsible Source and No Other Services will Satisfy Agency Requirements quote mark. This is based upon the Government's belief that LMMFC is the only source that has the technical expertise and that has demonstrated the performance necessary to execute the US Army's requirement for Patriot Advanced Capability 3 (PAC-3)/ Missile Segment Enhancement (MSE) Support to Integrated Air and Missile Defense (IAMD) Program. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
