Description
SOURCES SOUGHT ONLY: The Mission and Installation Contracting Command (MICC)-Fort Bragg North Carolina, is conducting market research to determine the existence of interested sources capable of providing all of the following non standard ammunition: 1..45 ACP 185 Grain WC, Ammunition (QTY 122,000) a. BULLET: The bullet (projectile) shall be.45 ACP 185 grain WC. Manufacturers may choose their respective most accurate projectile that meets the above specifications. A bullet lot shall consist of a specific product, made on consecutive work shifts, with no break in the production of that specific product. b. BRASS: Factory specifications; new, unfired brass only. A brass lot shall consist of a specific product, made on consecutive work shifts, with no break in the production of that specific product. c. PRIMER: Factory specifications to meet performance requirements. A primer lot shall consist of a specific product, made on consecutive work shifts, with no break in the production of that specific product. d. POWDER: the manufacturer shall establish the charge weight to meet performance requirements. The powder used should not be overly sensitive to atmospheric conditions so as to severely degrade accuracy, nor cause large variables in chamber pressures while operating in other than ideal conditions. (70F + 40F / -20F). e. CARTRIDGE LENGTH: Factory specifications to meet performance requirements. Overall length not to exceed 1.22 inches when measured from tip of the bullet to base of the cartridge. f. MUZZLE VELOCITY: the average velocity of the cartridge projectile, when conditioned at 70 plus or minus5 F, shall be 800 feet per second (fps) + or - 30 fps. g. FUNCTIONAL CHARACTERISTICS: Candidate ammunition must burn clean and leave no residue. Ammunition must function reliably from assembled firearms in varying conditions. h. TESTING REQUIREMENTS - All candidate ammunition will be fired through a 5 inch, match barrel, mounted in a fixture to test for accuracy and through an assembled pistol for function. i. ACCURACY STANDARDS - Five groups; ten-rounds per group, fired at 50 yards. Measurements are to be computed from center to center of the widest shots (extreme spread) in each of the ten round shot groups. Extreme spread of the five groups, compiled and averaged, shall not exceed 2.25 inches, while extreme spread of any individual shot group may not exceed 1.75 inches. If candidate lot passes, then test will be repeated to verify consistency. j. CARTRIDGE LOTS: The cartridges shall be assembled in identifiable lots. Each lot shall consist of individual components that originate from a single manufacturer's lot and are loaded with an identical propellant charge weight. Any change in any individual component, or any change in a lot number of any individual component, necessitates a change to the cartridge lot and must be treated accordingly. k. CARTRIDGE LOT SIZE: Lot size shall be no smaller than 40,000 cartridges or larger than 60,000 rounds. Ammunition will be packaged 50 rounds per box, and 20 boxes (1000 rounds) per case. Each case, and individual box, shall be labeled with the lot number, caliber, projectile weight, and projectile type. 2. 9MM 115 Grain FMJ, Ammunition (QTY 99,000) a. BULLET: The bullet (projectile) shall be 9mm 115 grain FMJ RN. Manufacturers may choose their respective most accurate projectile that meets the above specifications. A bullet lot shall consist of a specific product, made on consecutive work shifts, with no break in the production of that specific product. b. BRASS: Factory specifications; new, unfired brass only. A brass lot shall consist of a specific product, made on consecutive work shifts, with no break in the production of that specific product. c. PRIMER: Factory specifications to meet performance requirements. A primer lot shall consist of a specific product, made on consecutive work shifts, with no break in the production of that specific product. d. FUNCTIONAL CHARACTERISTICS: Candidate ammunition must burn clean and leave no residue. Ammunition must function reliably from assembled firearms in varying conditions. h. TESTING REQUIREMENTS - All candidate ammunition will be fired through a 5 inch, 9mm match barrel mounted in a fixture to test for accuracy and through an assembled pistol for function. i. ACCURACY STANDARDS - Five groups; ten-rounds per group, fired at 50 yards. Measurements are to be computed from center to center of the widest shots (extreme spread) in each of the ten round shot groups. Extreme spread of the five groups, compiled and averaged, shall not exceed 1.3 inches, while extreme spread of any individual shot group may not exceed 1.6 inches. If candidate lot passes, then test will be repeated to verify consistency. j. CARTRIDGE LOTS: The cartridges shall be assembled in identifiable lots. Each lot shall consist of individual components that originate from a single manufacturer's lot and are loaded with an identical propellant charge weight. Any change in any individual component, or any change in a lot number of any individual component, necessitates a change to the cartridge lot and must be treated accordingly. k. CARTRIDGE LOT SIZE: Lot size shall be no smaller than 25,000 cartridges or larger than 70,000 rounds. Ammunition will be packaged 50 rounds per box, and 20 boxes (1000 rounds) per case. Each case, and individual box, shall be labeled with the lot number, caliber, projectile weight, and projectile type. 3. Custom Loaded 5.56 Cal Rifle, Ammunition (QTY 185,000) a. BULLET: The bullet (projectile) shall be 0.224 inch diameter, weight of bullet 75-77 grains, Hollow Point Boat Tail Match Designs. Manufacturers may choose their respective most accurate bullet designs. b. POWDER: the manufacturer shall establish the charge wait to meet performance requirements. The average chamber pressure of sample cartridges conditioned at 70 plus or -5 F, shall not exceed 58,700 PSI. Neither the chamber pressure of an individual sample test cartridge nor the average chamber pressure must three STD deviations of chamber pressure shall exceed 64,700 PSI. Port pressure minus 3 STD deviations shall not be less than 15,300 PSI for sample cartridges conditioned to 70 plus or minus 5 F. c.PRIMER: Small Rifle Match Grade, the size of the lot primers used in the cartridge shall be larger than the cartridge lot. A primer lot shall consist of a specific product made on consecutive work shifts, with no break in production of that specific product. d. CARTRIDGE LENGTH: Overall length not to exceed 2.250 inches when measured from tip of the bullet to base of the cartridge. e. CARTRIDGE LOTS: Lot size shall be no smaller than 25,000 cartridges. The cartridges shall be new manufacture ammunition with no used components. The assembled ammunition must be identifiable lots. Each lot shall consist of units of product of a single type, grade, class, size and composition, manufactured under the same conditions, by the same manufacturer, and at the same time. Only one type and weight propellant shall be used in a lot of cartridges. Each cartridge lot shall contain no more than one lot of primers, one lot of propellant, one lot of projectiles. g. MUZZLE VELOCITY: the average velocity of the cartridge projectile, when conditioned at 70 plus or minus5 F, shall be optimum for the specific projectiles accuracy from a 20 quote mark match grade M16 barrel. This will be the manufacturer's choice. Minimum muzzle velocity of 2750 feet per second (fps) measured at ambient temperature. Maximum velocity will be determined by Manufacturer's choice of projectiles and propellant combination and in conjunction with chamber pressure control limits. i. ACCURACY STANDARDS - BOLT RIFLE: must average less than 2.25 inches extreme spread or less at 300 yards for five of each ten shot groups. Groups will be fired from an accuracy test bolt rifle, from an accuracy fixture. j. ACCURACY STANDARDS - M16 RIFLE: must average less than 3.5 inches extreme spread or less at 300 yards for five of ten shot groups. Groups will be fired from an accuracy test match grade M-16 rifle, from an accuracy fixture. No one shot group shall exceed 5 inches. k. FUNCTIONAL CHARACTERISTICS: ammunition must cycle reliably from a standard 20 quote mark M-16 rifle. There shall be no weapon stoppages due to the cartridges. No failures to extract, no hang fires, no misfires either from primer failure or no vent hole in cartridge. No projectiles shall remain in the bore. There shall be no leakage or primer failures due to perforation of primer during firing pin indent, escape of gas through a primer cop or a round primer for, no loose primers or blown primers. There shall be no cartridge case casualties due to circumferential rupture at any point on cartridge case mouth, body, and head. 4. 185 Grain Boat Tail Hollow Point Berger.308 Cal, Bullets (QTY 6,000) 5. 80 Grain Sierra Match King, Bullets (QTY 25,000) Hollow Point Boat tail bullet 0.224 Caliber 80 Grain. This is not loaded ammunition. Sectional Density: 0.219 Ballistic Coefficient: 0.372. This is intended for 1 in 7 quote mark to 1 in 8 quote mark twist barrels. Lot size is 500 per cardboard box. 6. 155 Grain Sierra Palma, Bullets (QTY 6,000) Hollow Point Boat tail bullet 0.308 Caliber 155 Grain. This is not loaded ammunition. Sectional Density: 0.233 Ballistic Coefficient: 0.504 at 2700 fps. 7. 142 Grain Sierra Hollow Point Boat Tail, Bullets (QTY 2,000) Sierra Match King Hollow Point Boat tail bullet 0.264 Caliber 142 Grain. This is not loaded ammunition. Sectional Density: 0.291 Ballistic Coefficient: 0.595 at 2850 fps. 8. Lake City 5.56mm Brass Casing, Brass (QTY 25,000) Primed with crimped in match grade primer without neck sealing compound. 9..308 Winchester Lapua Palma, Brass (QTY 12,000) LAPUA.308 Winchester PALMA case. Designed to deliver enhanced long-range accuracy for the most demanding competitive applications. 10. 6.5MM x.284 Lapua, Brass (QTY 2,000) 6.5mm x.284 case. Designed to deliver enhanced long-range accuracy for the most demanding competitive applications. 11. Alliant Powder RL 15, Powder (QTY 145lbs) Alliant Powder Smokeless medium rifle powder. 12. Hodgdon 4831 Short Cut, Powder (QTY 48lbs) Powder manufactured with a shorter grain size. The shorter, more compact kernels allow the powder to flow through the powder measures more smoothly, helping to alleviate the constant cutting of granules. With the smoother flow characteristics comes more uniform charge weights, while the individual grains orient more compactly, creating better loading density. 13.
