Description
This is not a request for proposals. No additional information will be provided at this time. All potential offerors will have an opportunity to submit questions once the solicitation for this requirement has been issued. This procurement will be a 100% set-aside for Small Businesses. The Department of Defense Education Activity (DoDEA) Pacific is looking for Small Business contractors who have the experience and expertise necessary to execute and manage a dynamic, full service student transportation operation in the U.S. Territory of Guam. DoDEA Pacific Procurement intends to issue a Request for Proposal (RFP) within 45 days of this notice to award a firm fixed price indefinite-quantity (IDIQ) contract for student transportation services. As such, individual delivery orders will be issued pursuant to the IDIQ contract when services are required. The contractor shall provide all personnel (administrative and operational), labor, vehicles, equipment, supervision, and transportation necessary to provide student transportation services as required for each location of the Domestic Dependents Elementary and Secondary Schools (DDESS) - Guam schools and designated facilities; 4 schools and 2 office support buildings. Major elements of service will include: Fleet Management, Route Management, Student Transportation Office Support and Bus Operations. The requirement includes providing daily commuting services, curricular/co-curricular, activity, field trip and special needs bus services and transportation administrative office support. The period of performance shall be a base period of one (1) year plus four 1 year options thereafter, with a start date of 1 August 2013 - 31 July 2014 (base period with four 12-month option periods). This acquisition will be solicited as a full and open competitive procurement using the procedures in FAR Part 12-Commercial Items and FAR Part 15-Contracting by Negotiations. Award shall be made to the responsible offeror whose offer conforms to the solicitation and provides the "Best Value" to the Government, price and technical factors considered.
