- Updated Draft Evaluation Factors for Award Updated Draft Instructions to Offerors Responses to Industry Feedback Notice of Proposed Contract Action / Responses to Industry Feedback / Updated Draft Instructions to Offerors / Updated Draft Evaluation Factors for Award The Government has publicized a Notice of Proposed Contract Action for the planned LISC OM&S solicitation at https://www.fbo.gov/spg/USAF/AFSC/SMCSMSC/FA8811-13-R-0001/listing.html, "FA8811-13-R-0001 Launch and Test Range System (LTRS) Integrated Support Contract (LISC) for Operations, Maintenance, and Sustainment (LISC OM&S)." The formal solicitation will also be posted to that location; however, the Government will continue to use this location, "09-49, Launch & Test Range System (LTRS) Integrated Support Contract (LISC)," for additional informational posts - such as responses to industry feedback - up until the time of formal solicitation release. Attached to this announcement are (1) a partial listing of responses to feedback received, (2) an updated Draft Instructions to Offerors, and (3) an updated Draft Evaluation Factors for Award. As in Draft RFP #4, certain information contained in the Draft Instructions to Offerors and the Draft Evaluation Factors for Award has been redacted; complete versions of these documents are available in the LISC Bidders' Library. The Government has benefitted greatly from the extensive engagement and feedback from industry. However, as RFP release approaches, the Government will likely no longer be able to adjudicate feedback received and incorporate it into the RFP package when warranted. Therefore, please submit all remaining questions / comments no later than Wednesday, 6 March 2013. Questions and comments received after this date may or may not be answered. Please also note that this final call for feedback is in lieu of the previously-discussed one-on-one sessions to be held with potential Offerors; no additional one-on-one sessions prior to RFP release are expected at this time. Interested parties are reminded that all documents posted to this location - including documents previously posted - are of Draft maturity. While the information presented reflects the Government's intentions at the time of posting, it is not binding. When released, only the actual Request for Proposal reflects the final requirements, terms, and conditions for this acquisition.
