- This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. [Respondents will not be notified of the results of the evaluation]. The U.S. Army Corps of Engineers - Los Angeles District has been tasked to solicit for and award the construction of an Intrusion Detection System (IDS) Sensor Platform Fence (formerly referred to as a Security Perimeter Fence) around the Remotely Piloted Aircraft (RPA) Mission Complex located in the northeast corner of Creech AFB, NV. Proposed project will be a competitive, firm-fixed price, design/build contract procured in accordance with FAR 15, Negotiated Procurement using quote mark Lowest Price, Technically Acceptable quote mark process. [The government intends to issue a solicitation [Negotiated Procurement using quote mark Lowest Price, Technically Acceptable]; however, the results and analysis of the market research will finalize the determination of procurement method. The type of set-aside decision(s) to be issued will depend upon the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. The Government is seeking qualified, experienced sources capable of performing construction of an Intrusion Detection System (IDS) Sensor Platform Fence (formerly referred to as a Security Perimeter Fence) around the Remotely Piloted Aircraft (RPA) Mission Complex located in the northeast corner of Creech AFB, NV. The project will also construct circulation control fences within the Mission Complex secured area to provide secondary security and compartmentalize access at seven (7) Base-identified critical facilities and areas. All excavation will be hydraulic and hand digging. No mechanical excavation will be allowed. Mission Complex IDS Sensor Platform Fence Description: The Mission Complex IDS Sensor Platform Fence will consist of Type A wire mesh fencing (as defined in ESE-SIT-0001, 4 Nov 11, Section 2.6) modified to accommodate a K-12 rated vehicle denial system; and a fence-mounted IDS to be installed by others (by another contract). In conjunction with the IDS Sensor Platform Fence, a taxiway denial barrier will be installed to prevent unauthorized access to the North Aircraft Parking Ramp. The perimeter fence will include security lighting and provide a 30-foot wide clear zone on each side of the perimeter fence. Power and communications ducts will be provided to support the future installation of security systems by others. A patrol road at the perimeter, as required by MILHDBK 1013, will be installed under a follow-on project. The IDS Sensor Platform Fence will provide multiple vehicle and personnel Entry Control Points (ECPs) through the fence for access to the facilities enclosed within the IDS Sensor Platform Fence. Details of the ECPs are provided below. Circulation Control Fencing Description: Circulation control fences at Base-designated critical facilities within the overall Mission Complex perimeter will consist of Type A wire mesh fencing. The fence around each building complex includes a minimum of two ECPs, each with a minimum of one full height turnstile and one of which includes a 3-ft wide ABA-compliant gate. The number of ECPs and turnstiles is dependent on site geometry, location of parking and the number of personnel working within the circulation area. In addition, each circulation control fence includes a minimum of one vehicle access gate for emergency access to the site as well as for site maintenance. Where necessary, design of a gravel driveway is included for emergency access. Details of the Circulation Control fencing are provided below. The IDS Sensor Platform Fence includes three vehicle ECPs. These include a main ECP on the west side of the Dining Facility (DFAC), a Secondary ECP for emergency vehicle/construction traffic, located at the intersection of Perimeter Road and Firebee Road, and a manual gate to access the standby power generator fuel tank for Building 1068. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $10,000,000 and $25,000,000 Estimated duration of the project is 365 calendar days. Minimum capabilities required include: work involving hydraulic excavating, specialty security fencing, entry control points, Anti-Terrorism Fence Protection (ATFP), underground utility construction, and sensor & alarm infrastructure. Minimum equipment required include hydraulic excavating equipment (Water-Jet) The contract period of performance is for a [base and 5 options, any other variations. The total contract capacity will not exceed $15,000,000. The North American Industry Classification System code for this procurement is 238990 which has a small business size standard of $14.0 M. The Standard Industrial Code is [238990] and The Federal Supply Code is [C1PZ]. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 25% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. 8(a) firms are reminded they need to have a bonafide office in the area to where the work is to be performed should the acquisition be set-aside for 8(a) program. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about May 1, 2013, and the estimated proposal due date will be on or about June 4, 2013. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in bidding on the solicitation when it is issued. 3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples.) 4. Firm's type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned Business, 8(a)). 5. Firm's Joint Ventures (existing), including Mentor Prot g s and teaming arrangement information is acceptable 6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. 7. Firms (other than small businesses) should also provide their assessment of the degree of involvement by small and SDB subcontractors, stated as a percentage of subcontracted dollars. Interested Firm's shall respond to this Sources Sought Synopsis no later than 4:00PM PST March 20, 2013.
