Synopsis PCB Contaminated Soil Removal Port Heiden, Alaska: Project: PCB Contaminated Soil Excavation and Removal from, Port Heiden, Alaska Document Type: Pre-Solicitation Notice Solicitation Number: W911KB-13-R-0032 Posted Date: 28 February 2013 Classification Code: Z - Maintenance, Repair and Alteration of Real Property Set Aside: Competitive 8(a) Set Aside CONTRACTING ACTIVITY: US Army Corp of Engineers, Alaska District; P. O. Box 6898, JBER, AK 99506-0898 CONTRACT INFORMATION: This is a pre-solicitation notice to remove the PCB soils at USAF Former White Alice RRS Port Heiden, Alaska. The objective of this Scope of Work (SOW) is to define the specific tasks required to remove the PCB soils. Expected magnitude is over $10M. The tasks identified in this SOW include but are not limited to the following: Project Management for the duration of this project, coordination meetings, preparation of draft and final work plans, excavation and disposal of PCB-impacted soil, disposal of the stockpiled PCB-impacted soil and preparation of draft and final action reports. The resulting contract will be firm-fixed priced. The procurement will be conducted using single phase selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. There is no stipend authorized for this procurement. Offerors are advised that a contract resulting from this solicitation is subject to availability of funds. Should Congress not appropriate the funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All Offerors are advised that this project may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. All Offerors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/). Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an Offeror ineligible for award. NAICS Code of Acquisition 562910. The Small Business size standard is under 500 employees. Anticipated NTP: Spring/Early Summer 2013. PROJECT TITLE: PCB Contaminated Soil Excavation and Removal from Activities of Former White Alice Radio Relay Station Port Heiden, Alaska (2) SELECTION CRITERIA: Evaluation criteria to be listed in the solicitation are anticipated to be: Factor 1: Specific Technical and Management Capabilities Factor 2: Past Performance (Contractor Performance on Prior TOs and other related US Government contracts) Factor 3: Availability of Labor and Resources Factor 4: Schedule Factor 5: Cost The Government will evaluate qualifications in accordance with the criteria described in the RFP and will award a single firm fixed-price contract to the responsible Offeror whose proposal is deemed by the Source Selection Authority to conform to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering the non-price factors described in the RFP, and price.
