Description
Solicitation FA4686-13-R-0001, Amendment 002, is issued as follows: The 9th Contracting Squadron (9CONS) of Beale Air Force Base, California, announces solicitation and requests offers for a Simplified Acquisition of Base Engineering Requirements (SABER) contract. The Government anticipates award of one firm-fixed price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract as a result of this solicitation. Individual FFP task orders (TOs) issued under the SABER IDIQ will provide a broad range of maintenance, repair, alteration, and minor construction work on real property at Beale AFB, California, and base satellite locations, as required. Work will be performed in support of the 9th Civil Engineering Squadron (9CES). Typical TOs will be issued between $2,000.00 and $749,999.99. The Contractor is required to furnish all requirements including but not limited to materials, labor, plans, tools, equipment, transportation, supervision, management, quality assurance, engineering, surveying, technical design support, estimating software, and Unit Price Guides (UPGs) in accordance with the basic contract specifications and individual TO requirements. The Contractor will provide and maintain a management office at Beale AFB. Significant sub-contracting opportunities can be expected to include a variety of trades: carpentry, concrete, demolition, electrical, excavation, masonry, painting, plumbing, roadwork, roofing, and welding (this list is not all-inclusive). Contract specifics are outlined in the attached solicitation, Statement of Work, and other posting attachments. The contract period of performance will be comprised of one (1) base year and up to four (4) additional option years exercised at the discretion of the Government, for a total contract potential of five (5) years performance. Anticipated award date is 1 May 2013. The minimum guarantee for award resulting from this solicitation is $100,000.00. The maximum guarantee for award resulting from this solicitation is $15,000,000.00. Contract award will be determined using Lowest Price Technically Acceptable (LPTA) procedures. In accordance with Section 8(a) of the Small Business Act (15 USC 637(a)(1)), the Federal Acquisition Regulation (FAR) Part 19.8, and the executed Partnership Agreement between the U.S. Small Business Administration (SBA) and the Department of Defense, this procurement has been reviewed and approved for set-aside of competition within the 8(a) Business Development (BD) Program. This acquisition is being offered for competition limited to eligible 8(a) concerns. Additionally, per 13 CFR 124.507(c)(2), firms must have an SBA-approved bona fide place of business within the identified geographical boundaries of the SBA district servicing offices of Sacramento, San Francisco, or Fresno to be eligible to submit offers for this requirement. The SBA district servicing office of the apparent successful Offeror will determine that firm's eligibility for award. The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction. The small business size standard for this procurement is $33.5 Million annual revenue. Pre-Proposal Conference / Site Visit A pre-proposal conference / site survey is scheduled to be held Monday, 11 February 2013 from 1300 - approximately 1500 (1:00 p.m. - approx. 3:00 p.m.). In order to receive access to the pre-proposal conference, attendees must request base access through the Contracting Office NO LATER THAN 1:00 p.m. Wednesday, 6 February 2013. Your request shall be submitted in written form (via email) and must include a completed Entry Access List Form (EAL; SOW Attachment 9) which specifies Company Name, Company Address, Name, Date of Birth, Driver License Number, and State of Driver License issue for those individuals wishing to attend. Each company is authorized to bring up to three (3) individuals. Failure to submit access request prior to the deadline or submittal of inaccurate or incomplete information may result in denial of base access. Conference will meet at 6500 B Street, Beale AFB, CA, 95903-1712 for check-in prior to departing to the site. Any questions generated from the site visit must be submitted in writing to the Contracting Office within 24 hours of completion of the site visit. Following receipt of any questions the Contracting Office will provide clarification through amendment to the solicitation. This announcement of solicitation FA4686-13-R-0001 constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All solicitation information may be obtained via the Federal Business Opportunities (FedBizOpps) web page located at www.FBO.gov. It is the Offeror's responsibility to visit the site periodically for any changes or updates to the solicitation, as no paper copies will be issued. Offers are due to the Contracting Office by Wednesday, 6 March 2013 at 1000 (10:00 a.m.) PST, as outlined in the attached solicitation. Offers may be submitted by mail or hand delivered; electronic offers will not be accepted. Note: Offerors must be registered in the System for Award Management (SAM) database to be eligible for award. SAM registration requires applicants to have a DUNS number issued from Dun and Bradstreet, Inc. (D&B). Registration with D&B and SAM is estimated to take approximately three (3) weeks to process; early registration is recommended in order to be eligible for timely award. Bonding capability listed in Section L is corrected to require combined project bonding amount of $15 Million, to match the change previously specified in Amendment 001, which increased the combined project bonding amount to $15 Million in Section M, Subfactor 3, but failed to update Section L. 2) All amendments to the solicitation must be acknowledged by Offerors, in accordance with FAR 52.215-1, Instructions to Offerors - Competitive Acquisition. Amendment will be acknowledged on Revised Solicitation (FA4686-13-R-0001-002) SF 1442, page 2, blocks 19 and 20. Acknowledgement must be submitted prior to Offeror proposal responses deadline on Wednesday, 6 March 2013 at 1000 (10:00 a.m.) PST. 3) In order to meet the established deadline, Offerors will be allowed to submit Acknowledgement of Solicitation Amendment 002 and revised bonding information, if a revised letter is required, electronically. The ONLY documents acceptable for electronic submission in proposal response: Revised Solicitation (FA4686-13-R-0001-002) SF 1442 pages 1 and 2, and revised Letter from Bonding company (max = 2 pages). 4) Due to this change, solicitation closing time/date is extended to WEDNESDAY, 6 MARCH 2013 at 1000 (10:00 a.m.) PST.
