This Small Business opportunity will be issued as a Site-Adapt Build Construction Services to meet the requirements for the following customer located at: Goodfellow AFB, San Angelo, Texas. TENTATIVE DATE: SITE VISIT: The site visit 08 March 2013, 1300-1500 (1:00 - 3:00 PM) and contact information will be in the solicitation when posted. Interested parties whom may attend the site visit will be required to submit information in accordance with the solicitation. Contract will be a Firm Fixed Price (FFP) for the U.S. Army Corps of Engineers Southwestern Division (SWD) customer. The North American Industry Classification System (NAICS) code for this program is 238990, Playground Installation Facilities, a corresponding Standard Industrial Code (SIC) of 1700, a Classification Code of 5680, and a business size standard of $33.5 million. CURRENT SITUATION: Goodfellow AFB has no playground geared toward accessibility for the handicapped. This potential site was considered by Base leadership for development of the Accessible Playground & Park. The Base selected the Child Development Center, 3 to 5 year age group playground for the APG and AP. The site preparation shall include minor demolition. The Contractor shall retain existing play equipment and existing sidewalks. The Contractor shall clear and grub areas within the project site to allow for construction of the proposed improvements. Contractor shall limit clear and grubbing to locations where nature activity areas are proposed, as well as where new equipment and walkways shall be constructed. PROJECTS: SITE ADAPT-BUILD TWO (2) PROJECTS: AN ACCESSIBLE PLAYGROUND (APG) and ACCESSIBLE PARK (AP)AT GOODFELLOW AIR FORCE BASE, SAN ANGELO, TEXAS PROJECT DESCRIPTION PLAYGROUND This project is for the work plan and construction of an Accessible Playground (APG) in accordance with UFC 4-740-14 (Child Development Centers, Aug 2002) and the requirements outlined in this Section 01 10 11. The total site area is indicated on the proposed site plan (Re: Sheet C-104). The Contractor is responsible for final work plan and construction of the Accessible Playground, and obtaining all permits in accordance with this document and all applicable building codes and accessibility standards. Reviews by the government are not to be interpreted as an approval of the Contractor's apparent progress toward meeting the contract requirements but are intended to discover any information which can be brought to the Contractor's attention which might prevent costly errors and omissions. The Contractor shall remain completely responsible for all deliverables in full compliance with the requirements of this contract. If the Contractor elects to do fast track construction, approval for any part of the work by the government does not constitute overall project approval. The Contractor shall be responsible for all conflicts that arise from coordination of the work plan and construction. PROJECT SCOPE PLAYGROUND Project scope is comprised of the work plan and construction of an Accessible Playground on a 18,900 square foot site at the existing 3 to 5 age group playground. The Accessible Playground shall be developed to accommodate a minimum of 100 children. The Accessible Playground shall include manufactured playground equipment, nature activity areas, accessible walkways, and nicely landscaped areas as indicated on the proposed site plan (Re: Sheet C-104). The Contractor shall plan and construct the Accessible Playground in accordance with the requirements and technical criteria outlined in this RFP. Base Bid shall include the work plan and construction of all work for the Accessible Playground (APG), including environmental permitting, landscaping, site work, demolition, and the procurement, assembly, and installation of manufactured playground equipment as noted on the Bid Schedule and defined in the Explanation of Bid Items. Bid Option No. 1 shall include full compensation for the work plan and construction work associated with providing a Garden/Nature Area, including three (3) raised planter boxes with soil and plantings, as described in Paragraph 19.8.2. Bid Option No. 2 shall include full compensation for the work plan and construction work associated with providing a Sand Play Area, including a 10 foot by 16 foot sand box with cover as described 19.8.2. Bid Option No. 3 shall include full compensation for the work plan and construction work associated with procurement, assembly, and installation of an arbor, as described in 19.4.16. PROJECT DESCRIPTION ACCESSEBLE COMMUNITY PARK This project is for the work plan and construction of an Accessible Community Park in accordance with the requirements outlined in this RFP. The total site area is indicated on the conceptual drawings contained herein. The Contractor is responsible for final work plan and construction, and for obtaining all permits required in accordance with this document and all applicable building codes. Construction shall not commence on any part of the work until after completion and approval of specific elements in accordance with Section 01 10 12, Work Plan Requirements. If the Contractor elects to do fast track construction, approval for any part of the work plan by the Government does not constitute overall approval. The Contractor shall be responsible for making certain that resolution of all conflicts that arise from coordination of the work plan and construction have been made prior to approval of the final work plan. Project scope is comprised of the work plan and construction of an Accessible Community Park on an approximately 22,815 square foot site. The Accessible Community Park shall include manufactured playground equipment, nature activity areas, accessible walkways, and beautifully landscaped areas as indicated on the proposed site plan (Re: Sheet C104). The Contractor shall plan and construct this facility in accordance with the requirements and technical criteria established in this RFP. Although conceptual in nature, the site layout included as part of this Request for Proposal (Re: Sheet C-104) has been reviewed and approved by HQ USAF and shall not be deviated from unless the conceptual site layout poses a problem regarding permit approval, proper drainage and/or grading, or does not comply with accessibility guidelines as set forth by Architectural Barriers Act (ABA) (or ADAAG). The Base Bid shall include planning and construction of all work for the Accessible Community Park, including environmental permitting, playground equipment, landscaping, demolition, and site work associated with bid items as identified in the Contract Documents. Bid Option No. 1 shall include full compensation for the work plan and construction work associated with procurement, assembly and installation of a 28 by 36 foot, 12 foot high, fabric shade structure over the swings. Warranty: The Contractor shall provide a warranty for one (1) calendar year (365 days) following beneficial occupancy date (BOD) for all surfacing and edging materials. The system shall meet or exceed the impact attenuating performance requirements of synthetic surfacing systems, installed in the use zones and fall zones for this entire warranty period.
