Delivery: 29MAR2013 On or Before, 1.00 LT Plus 0006 additional items Excerpt from the SOO. -------------------------------------------------------------------- 1 Scope This Statement of Objectives (SOO) defines the Government's objectives for resolving some of the Diminishing Manufacturing Sources and Material Shortage (DMSMS) issues associated with the AN/MST-T1(V) Mini-Multiple Threat Emitter System (Mini-MUTES) Modernization Program (M3P). The Remote Emitter Unit (REU) Control Processor (RCP) and the IFF Video Processing Assembly are part of the M3P system. Three of the VME cards in the RCP, namely, Industry Pack (IP) Altera CCA, Interface IFF CCA, Threat Timing Generator CCA are facing obsolescence issues. The government is seeking solutions to the obsolescence affecting these cards as well as the IFF Video Processor Assembly. 1.1 Background The Mini-Multiple Treat Emitter System (Mini-MUTES) is an emitter/receiver radar system that simulates enemy radar of an integrated air defense system. The Mini-MUTES provides electronic warfare training to pilots by accurately simulating the radio frequency signatures of radar systems employed with early warning, height finder, airborne interception, ground control interception, surface-to-air and anti-aircraft artillery characteristics. The Mini-MUTES has been operational since the late 1970's and is planned to be used until 2040 because of the number of relevant radar based threats. The RCP is comprised of VME-based cards which reside in a single VME chassis that provides 50 dB of Electromagnetic Interference (EMI) shielding. The RCP receives commands from the Master Control Group (MCG) and provides status back to the MCG. The RCP also controls the transmitters, ECM functions, and provides tracking, processing, and control. Kits for the Mini-MUTES Modernization Program (M3P) were purchased 11 years ago as Commercial-Off-The-Shelf (COTS) items. The Circuit Card Assemblies (CCAs) and other components of the kits are experiencing field failures. The 415 Supply Chain Management Squadron is experiencing obsolescence and Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues in keeping the components of the kits repaired. 1.2 Purpose The purpose of this project is to re-engineer the Industry Pack (IP) Altera CCA, Interface IFF CCA, Threat Timing Generator CCA, and IFF Video Processing Assembly to eliminate obsolescence issues with these items. In accomplishing this purpose, the contractor shall provide two production quality units of each of these items for testing and validation, provide complete data packages for each item, and provide updates and/or corrections to existing drawings and TOs affected by the re-engineering of these parts. The contractor shall perform engineering analysis to determine the most effective way to resolve the obsolescence issues in the circuit card assemblies. This analysis may include categorizations of the four items into three categories as shown below: Category 1 - The CCA is commercially available or an identical replacement is available. Category 2 - The CCA is no longer available, but a card that can serve the same function is available. Category 3 - The CCA is no longer available or supportable and there is no replacement. The contractor's proposal shall be based on his (proper and correct) analysis and categorization of the various cards. After contract award, if the successful contractor (whose bid was accepted) discovers that they wrongly categorized any of the cards, they shall be required to complete the re-engineering (if needed), testing (if needed), validation (if needed), and to produce complete documentation and data packages at no increase to the contract price so that the objectives of the effort are satisfied. 1.2.1 Item Descriptions Descriptions of the four items involved with this obsolescence avoidance project are provided below; all items are components of the M3P upgrade kit. 1.2.1.1 5998-01-499-6555 (3050904-102): IFF RECEIVER VIDEO PROCESSING ASSY The IFF Receiver Video Processor Assembly consists of three circuit card assemblies (A1, A2, and A3) and enclosure. A1 provides input power filtering. The Boxcar Generator CCA (A2) produces an output from the IFF signal for tracking. The IFF Receiver card (A3) receives the boxcar video and converts it to digital signal for input to the IFF interface board (a component of the RCP), which is connected to the VME bus. The VME microprocessor controls the IFF Receiver card through the interface board's range enable signal and serial data bus. Specifically, some of the functions of the IFF Receiver card are: * Video input with an anti-aliasing filter * 30 MSPS, 10 bit A/D converter * IFF Receiver Programmable Logic * Delay and Target FIFOs * Local clock generation and distribution * Serial Interface to IFF Interface Card * Range enable differential receiver 1.2.1.2 5998-01-498-8202 (3050893-102): CCA, IFF, INTERFACE The M3P IFF Interface CCA consists of a single PCB assembly. It is a dual high (6U) singlewide VERSA module Eurocard (VME) CCA, which occupies one VME chassis CCA slot in the RCP assembly chassis. The IFF Interface CCA functions as an interface between the RCP and the IFF Receiver card. It generates IFF transmitter triggers upon request from the computer, receives the returned video from the IFF receiver, compares the returned value to the software generated value to identify errors, and provides error information back to the computer. The IFF Interface card is driven by a Commercial-Off- The-Shelf (COTS) microprocessor card through a VME bus. 1.2.1.3 5998-01-491-3759 (3050945-123): CCA, MOD, THREAT TIMING GENERATOR The Threat Timing Generator (TTG) Circuit Card Assembly resides in the RCP. It is also used in the M3P Transmitter Control Unit (TCU) and the MUTES system. The TTG CCA generates all threat timing and synchronization signals for the REU equipment. The TTG sends trigger pulse signals to the ECM receiver, pulse mod triggers to the waveform generator, and pre-triggers to the computer coupler. The TTG also sends HV triggers to the REU transmitters and D/A converter to produce signals to the ferrite and scan modulators. Data is pre-entered into the TTG and output at specific times dictated by programming. The TTG handles continuous, uninterrupted output of 32 independently scheduled events with a 50ns scheduling resolution. The Threat Timing Generator CCA P/N 2007807-001 is a COTS VME 6U CCA. 1.2.1.4 5998-01-491-4605 (3050945-107): CCA, MOD, IP ALTERA The IP Altera CCA consists of a single PWB assembly. The IP Altera CCA part number 2007798 is a COTS I/O CCA. It provides 20 lines of differential I/O and 8 lines of singleended Transistor-Transistor Logic (TTL) I/O. It supports all types of IP cycles at both 8 and 32 MHz, two interrupts and two Direct Memory Access (DMA) channels. The IPAltera is loaded with a Mini-MUTES specific Field Programmable Gate Array (FPGA) firmware and used to generate the Multiplex(er) (MUX) Interface. The Mini-MUTES Serial MUX Interface is a custom serial interface used on the Mini-MUTES Remote Emitter Unit. The Serial MUX Interface FPGA on the IP Altera performs: * VME interface support logic * Status registers * Universal Asynchronous Receiver/Transmitter (UART) to Mini-MUTES equipment 2 Available Reference Documents Below is a list of drawings available for each of the circuit card assemblies.
