- AMENDMENT W91ZLK-13-T-0065 IS ISSUED TO PROVIDE CLARIFICATION AND ANSWERS TO QUESTIONS. THE CLOSING DATE OF THE SOLICITATION REMAINS THE SAME AT MARCH 5, 2013 @ 14:00PM EASTERN STANDARD TIME. Proposals must be signed, dated, and received by the closing date and time, via email to Ms. Maureen Cameron at maureen.v.cameron.civ@mail.mil, The Army Contracting Command, Aberdeen Proving Ground, Tenant Division Attention: CCRD-AI-IC, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005. For questions concerning this Request for Proposal contact Maureen Cameron, Contracting Specialist at: maureen.v.cameron.civ@mail.mil Please provide any questions no later than MARCH 1, 2013 at 09:00 AM EST. NO TELEPHONE REQUESTS WILL BE HONORED. Question: Contractor does not have a 240kW rated EPA Tier 4 unit the closest we have is a 3200kW Answer: The Government requires a 240 KW (300 KVA) generator per the specifications/requirements in Attachment 1 Question: Is the fuel to be used all the time Ultra Low sulfur Vs. JP8 that the military uses all the time? Answer: Engine is capable of running on Ultra low sulfur Diesel per the specifications/requirements in Attachment 1 Question: What is the altitude and ambient conditions that the unit will be operating in? A derating factor may be required and the 320 rating will be closer to your 240 requirement Answer: Sea level, low altitude. Question: The sound attenuated enclosure we are proposing is steel with a ROBUST powder coating covering and will stand up better that an aluminum enclosure as specified, same sound levels as requested Answer: Enclosure should be aluminum with heat treatment applied and sound dampening material, fire resistant, Anti corrosion paint applied on all surfaces per the specifications/requirements in Attachment 1, Question: The generator set will be a tier 4i (interim) and not a tier 4F (Final) since the tier 4F is not yet available. The generator set will not have a diesel particulate filter, but it will have a CEM/SCR as described in the spec sheet Answer: Diesel engine complying with Tier4I or Tier 4F Final requirements quote mark Final Preferred quote mark per the specifications/requirements in Attachment 1 Question: The unit contains a 520 gallon fuel UL 142 tank and has a consumption of 23.1 gal/hr at full load (320kW), one tank of fuel will last 22.5 hours instead of the specified 24 hours Answer: Minimum run time under load 24 hours with one tank of Fuel per the specifications/requirements in Attachment 1 Question: Contractor will install AGM type batteries in lieu of the standard lead acid that comes from the factory Answer: Batteries supplied in the system must be of AGM (Absorbed Glass Mat) type per the specifications/requirements in Attachment 1 Question: The jacket water heater does not have short circuit protection or a fail indication light. Answer: Jacketed water heater 1500 watts 120 volts AC minimum. Separate from main system and have automatic temperature controls to prevent from overheating. Also must have short circuit protection and a fail indicator light per the specifications/requirements in Attachment 1, Question: The digital control system does not have a coolant flow/pressure sensor, but does have low coolant level. Answer: Generator system will utilize a digital control system which would allow for Utility monitoring, Oil Pressure, Water Temp, Battery Voltage, Engine Speed, Coolant flow/Pressure, Engine speed, frequency, fuel level, hour meter, oil life monitor, AC voltage output, AC output Load, Ammeter, Voltage Selector, Voltage Adjustment, phase selector, Output phase monitor, fuel pressure, date/time fault history, audible alarms plus audible and visual shutdowns alarms, programmable exerciser min 7 day, oil temperature, Turbo boost monitoring oil life monitor, low fuel alarm, low oil alarm, engine speed alarm, voltage alarm per the specifications/requirements in Attachment 1 Question: Contractor will be taking exception to the oil life monitor, AC voltage output, output phase monitor, and turbo boost monitoring oil life monitor. Answer: Generator system will utilize a digital control system which would allow for Utility monitoring, Oil Pressure, Water Temp, Battery Voltage, Engine Speed, Coolant flow/Pressure, Engine speed, frequency, fuel level, hour meter, oil life monitor, AC voltage output, AC output Load, Ammeter, Voltage Selector, Voltage Adjustment, phase selector, Output phase monitor, fuel pressure, date/time fault history, audible alarms plus audible and visual shutdowns alarms, programmable exerciser min 7 day, oil temperature, Turbo boost monitoring oil life monitor, low fuel alarm, low oil alarm, engine speed alarm, voltage alarm per the specifications/requirements in Attachment 1 Question: The generator set will have 0.750 pitch instead of the specified 2/3 pitch, for elimination of harmful harmonics Answer: Generator shall be two-thirds-pitch per the specifications/requirements in Attachment 1 Question: I am trying to locate the documents for the Two Tier IV Generator and Trailers Bid or are the two documents on the FBO website the only documents needed? Also if you have any information on rather there will be a Site Visit or Pre Bid Conference? Answer: Documents for W91ZLK-13-T-0065 can be accessed by visiting FedBizOpps at https://www.fbo.gov at additional info. There are no site visits or pre-bid conference schedule for W91ZLK-13-T-0065 Question: I've checked with most manufacturers of GenSets out there and no one has a Tier 4 240KW Standby GenSet available. The closest anyone has is a Tier 4 Interim since they are not required to have a Tier 4B or Final until 2015. Please verify whether or not a Tier 4 Interim is sufficient for your purposes.
