clauses_attachments schedule_experience The Flathead National Forest intends to issue a contract for waste collection at Spotted Bear Ranger Station and Hungry Horse Ranger Station from May 1, 2013 through November 30, 2013. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation is attached. The solicitation document in incorporated provisions an clauses are those in effect through Federal Acquisition Circular 2005-64 This solicitation is issued as a Request for Quotation (RFQ). Please note Montana Code Annotated 69-12-324. Special provisions when federal or state contract involved. The following provisions in their latest editions apply to the solicitation: FAR 52.204-7 Central Contract Registration, Please find attached document with additional information Naics 562111 Solid Waste Collection Size Standard 35.5 Million SERVICES AND PRICES SCHEDULE OF ITEMS See attached Schedule_Experience GENERAL SPECIFICATIONS SCOPE OF WORK The intent of this contract is to provide scheduled refuse collection services for the Hungry Horse and Spotted Bear Ranger Districts. Contractor shall furnish all labor, trash receptacles, services, materials, tools, equipment, transportation, permits, insurance and supervision necessary to provide collection, loading, hauling and disposal of solid waste from various locations on the Hungry Horse and Spotted Bear Ranger Districts. CONTRACT TIME The contract period shall be, May 1, 2013, through November 30, 2013. LOCATION DESCRIPTION The designated pickup areas are located per the schedule of Items including the Administration building, Fire Cache and warehouse of Hungry Horse Ranger District and the administration sites at Spotted Ranger District and the Spotted Bear Campground Placement of the receptacles within the listed locations will be determined by the Contracing Officer's Representative (COR). The COR may direct the Contractor to relocate receptacles within sites and between sites at no additional expense to the Government. WORK TO BE PERFORMED Work to be performed by the Contractor will consist of the following: Emtpying all solid waste bins located at the areas listed into a vehcile designed specfically for transporting solid waste. The provided bins for all locations are approved bear resistant containers. These must be functioning as bear resistant containers. The Contractor will also be responsible for picking up and disposing of all waste materials within a 20-foot radious of the bins. Collection Schedule All trash receptacles shall be serviced once a week as shown on the Schedule of Items except for Spotted Bear which is scheduled as attached. If the Contractor is unable to make the scheduled collections they must contact the Contracting Officer Representative to arrange for an alternate time. No collections will be allowed on Saturdays or Sundays. Spotted Bear Proposed Schedule Week of May 28 Week of June 3 Week of June 10 Week of June 24 Week of July 2 Week of July 8 Week of July 15 Week of July 22 Week of July 29 Week of August 5 Week of August 12 Week of August 19 Week of August 26 Week of September 2 Week of September 16 Week of September 30 Week of October 21 Week of November 12 BASIS OF AWARD Offer of award will be made to the quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to such factors as price, Contractor experience with this type of work, past performance in accordance with FAR 13.106-2. The Experience Questionnaire will become part of the evaluation. See attachment Schedule_Experience. PERFORMANCE-BASED SERVICE CONTRACT This work is being solicited as performance based, commercial item contract. Performance based means the Contractor is responsible for an end product. If an end product is not provided, an adjustment to the payment will be made. A commercial item contract streamlines the terms and conditions to resemble those already used in the everyday marketplace. PAYMENT Monthly payments can be made upon acceptance of work and receipt of proper invoice. See for FAR 52.212-4 (g) for information on proper invoice. Montana Annotated Code: 69-12-324. Special provisions when federal or state contract involved. (1) The presentation of the written contract to the commission shall be deemed sufficient proof of public convenience and necessity in accordance with the terms and conditions contained within the United States government or state government contracts. Subject to the provisions of this section, a transportation movement is considered to be: (a) the transportation for hire of persons between two points within the state by a motor carrier pursuant to the terms of a written contract between the carrier and the United States government or an agency or department thereof; or (b) the transportation for hire of solid waste between two points within the state by a motor carrier pursuant to the terms of a written contract between the carrier and the state government or an agency or department thereof. (2) The Class C certificate of public convenience and necessity issued pursuant to the terms and conditions of the United States government or state government contract may be issued by the commission upon receipt of an executed copy of the United States government or state government contract. The certificate of public convenience and necessity may be issued thereafter without requiring the commission to fix a time and place for public hearing. (3) The certificate of public convenience and necessity, issued pursuant to the terms of the United States government or state government contract, is authorized only for the duration of the United States government or state government contract concerned. The certificate may be renewed for another definite term if the same motor carrier is the motor carrier authorized to operate under the United States government or state government contract. SERVICE CONTRACT The contract is subject to the Service Contract Act of 1965. See attached Wage Dertermination: Wage Determination No: 2005-2317, Revision 12, dated 6/13.2012.
