- This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL's Advanced Technique Branch is requesting information for support of advanced electronic warfare technologies. The contractor shall investigate current and innovative techniques to detect small targets in maritime environments with various background conditions, including at sea, littoral, shallow water, air, and terrain backgrounds. The technologies shall primarily focus on infrared (IR) electro-optical (E-O) and radio frequency (RF) techniques. It may also investigate innovative techniques such as ultraviolet, submillmeter wave, millimeter wave, acoustics, magnetic, and non-tradition technologies as they may be identified. Tasking may include but not limited to research, design, development, engineering, prototype development, systems integration, analysis, modeling and simulation, fabrication services, project financial management, and documentation. The major technical areas that will be addressed are as follows: • Force Protection and Electronic Warfare (EW) Sensor and System Design, Development, Test, and Evaluation • EW Modeling and Simulation Studies • High Performance Computing Studies • Signature Control Technology Studies • Hardware in the Loop and Signal Processor in the Loop Studies • Fabrication Services • Program Financial management and Documentation Support Specific Tasks include the following: 1. Perform analyses of new technologies as they may be applied to Force Protection and/or EW. The areas of analyses may include components, subsystems, or integrated systems. 2. Provide services for prototype development, including but not limited to concept development, requirement assessments, system design, systems engineering, material specification development, material acquisition, environmental considerations, prototype development, systems integration, prototype testing, and systems functional demonstration to determine performance capabilities. 3. Provide scientific and engineering services to evaluate the performance of various equipment, subsystems, and systems. The evaluation of various system performance techniques will require the use of very specialized devices and systems, calibration facilities, instrumentation, data acquisition systems, and processing systems. 4. Provide the personnel, supplies, and facilities required to evaluate technologies of interest, as well as design and fabricate specialized hardware to support system tests at various Government or contractor test facilities. 5. Support the design, development, and evaluation of M&S codes to assist in predictions associated with specific technology product effects; and perform validation studies and experiments to determine the accuracies of the developed M&S codes. 6. Perform high performance computing studies to evaluate current and new EW modeling and simulation codes to make them work more efficiently and faster without affecting the fidelity of the codes. 7. Perform a variety of tasks in support of ongoing signature control studies. These may include but not limited to analysis, modeling and simulation studies, materials studies, laboratory and field feasibility studies of promising signature control techniques; or the design development fabrication, implementation, and evaluation of sensor or system modifications or upgrades. 8. Perform a variety of tasks in support of ongoing hardware-in-the-loop and signal processor in the loop projects. Tasks may include but not limited to the design, development, implementation, and evaluation of these systems, the design development, and/or upgrading of associated modeling and simulation tools, and conducting studies to evaluate the hardware/signal processors. 9. Provide hardware fabrication services. Services typically include design, engineering, and fabrication of various materials and specialized interface hardware for systems integration, specialized representative configuration for prototype evaluations; parts for mobile laboratory development and integration. 10. Support the preparation of technical reports, engineering drawings, program planning documents, program/technical financial data, and reports, and others, as directed by the COR. 11. Provide deliverables as outlined in the DD Form 1423 Contract Data Requirements List (CDRL) which consist of the following reports: 1) Monthly contractor on-site labor reports 2) Monthly Task Progress Reports\ 3) Monthly Financial Status Reports NRL intends to award an IDIQ contract with CPFF orders. Interested parties should submit the information requested herein. The RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on the RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
