- Attahced - Draft SOW Notice Type: Sources Sought Request For: Capability Statements (not proposal) Posted Date: February 28, 2013 Response Date: March 7, 2013 Archiving Policy: Automatic, 7 days after response date Archive Date: 2013 Solicitation Number/Acquisition Plan # RQ LSC20130029 CAPABILITY STATEMENT INSTRUCTIONS AND EVALUATION CRITERIA Collections Moving and Shelving and Assembly of Fixed Shelving The National Audio Visual Conservation Center (NAVCC) of the Library of Congress (LOC) is conducting market research for the moving and shelving of recorded sound collections and for the assembly and disassembly of fixed shelving. This sources-sought notice is being used to determine if sufficient interest and capability exists regarding a potential future solicitation. This notice is provided as information to the market place and is an invitation for potential offerors to express interest and provide information regarding their relevant capabilities. Information submitted in response to this notice may be used as a basis for a future solicitation and/or as a basis for more in-depth research of an organization's capability. The anticipated quantities of collections involved are approximately 900 (nine hundred) linear feet of 16 inch lacquer discs, both glass-based and aluminum-based, most in sleeves, some in boxes. Approximately 30 (thirty) sections of double-faced fixed shelving will need to be disassembled, transported to another part of the facility, then re-assembled. The Library of Congress (LOC) anticipates awarding a Fixed Price Contract The Library of Congress (LOC) seeks capability statements from all sources. Capability Statement Instructions In response to the attached Draft Statement of Work (SOW), LOC hereby solicits capability statements from eligible contractors. These statements shall be no longer than 5 pages (single-spaced, with a minimum of one-inch margins and 12 point font). Contractors should include up to three resumes in the appendix. Only resumes for key personnel that would work on the contract are to be included. Each resume should clearly document that individuals have the experience and expertise described below. Each resume should be no longer than 5 pages. The resumes will not be counted as part of the 5 pages of the capability statement. The capability statement should describe the collective expertise of key personnel, in each of the following areas: The capability statement should describe the qualifications and experience of key personnel, as well as related corporate experience and capacity, in each of the following areas: • Have extensive knowledge and experience handling and moving audio/visual collections. • Have experience in assembling and disassembling fixed shelving. Interested parties having the capabilities necessary to perform the stated requirements may submit capability statements via email to Rashid Behi, Contract Specialist at rbeh@loc.gov Please address each requirement in the order listed above. Prior to the release of the Request for Vendor Proposals, vendors will be invited to come to the Packard Campus for Audiovisual Conservation in Culpeper, VA for a site visit and to demonstrate to Library of Congress staff their capabilities in the tasks of this solicitation, as well as the equipment and methodologies they would employ. This is not an invitation for bid or request for proposal or other solicitation and in no way obligates the Library of Congress to award a contract. The Sources Sought Notice is part of the LOC's's Vendor Communication plan and the sole intent is to obtain capabilities for set-aside and procurement planning purposes.
