Description
This was RFQ-DC-13-0038 and is now RFQ-dc-13-0040 Computer software: Partek Discovery Suite and Partek Genomics Suite floating concurrent subscriptions. March 1, 2013 - February 28, 2014. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being issued as a sole source Request for Quotation (RFQ) using FAR Part 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation, number RFQ-DC-13-00038, is issued as a Request for Quotes (RFQ). It will be the responsibility of the Contractor to monitor Federal Business Opportunities, http://www.fedbizopps.gov/ for the issuance of any changes/updates to the solicitation. This solicitation is issued as a request for quotation and incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-65. The NAICS Code for this RFQ is 511210, Software Publishers. There is no small business set-aside for this RFQ. This acquisition is Brand Name Specific. The acquisition is for PARTEK Discovery Suite and PARTEK Genomics Suite. This procurement will continue a current subscription for computer software licensing to allow updates for our PARTEK Discovery and Genomics Suites. The support can only be provided by PARTEK because they are the creator and sole proprietor of the software. Therefore, this procurement is recommended to be processed without full and open competition. Background and Purpose The EPA is interested in the visualization and analysis of large sets of genomic and high-throughput data in order to interpret the results of in vitro screening studies of chemicals of concern to EPA. Large libraries of chemicals are tested in broad sets of in vitro assays generating matrices of testing results. These need to be analyzed to find correlations, contributions, cause and effect relationships, trends and clusters of similar results. It would be useful to also place these results in the context of biological pathways. These analyses will be used in understanding and communicating results for the ToxCast chemical prioritization program. Requirements The awardee will provide packaged software tool(s) capable of performing data analysis and visualization with classical statistics to enable recognition of patterns and correlations in large data sets. The software should be able to handle both high-throughput screening data as well as genomic data including Nest generation sequencing. The graphs and visualizations should be fully interactive with the data spreadsheet. The software may also provide linkage of genomic targets with annotated biological pathways. The period of performance for this order shall be for a 12 month period of March 1, 2013 to February 28, 2013. Solicitation Provision FAR 52.212-2, Evaluation Commercial Items is hereby incorporated.
