- The VA Medical Center White River Junction, Vermont, intends to negotiate a sole source contract with Green Mountain Power for the installation and upgrade of the circuit protection equipment on the existing Green Mountain Power utility entrance to the VA Medical Center in White River. This equipment is required by Green Mountain Power as a condition to enter an interconnection agreement to allow operation of the Electrical Turbine Generator at the VA Medical Center which was installed as part of the Biomass Fueled Combined Heat and Power plant. The upgrade and installation of the equipment will be installed on Green Mountain Power property and Green Mountain Power electrical distribution equipment. It is necessary to secure the installation of this equipment by Green Mountain Power to ensure the continued security and safety of Green Mountain Power's installed equipment. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This notice is subject to availability of funds. This notice of intent is not a request for competitive proposals. However, all proposals received within 7 days after date of publication of this synopsis will be considered by VA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement among small business concerns owned and controlled by one or more service-disabled veterans. Please note that this is not a Request for Proposal and does not constitute a solicitation or a commitment by the Government to later publish a solicitation. Inquiries will only be accepted in writing by mail, or by facsimile at (802) 296-5103.
