- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested but a written solicitation will not be issued. This solicitation, N00173-13-R-WR04 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through FAC 05-65 dated January 29, 2013 and DFARS Change Notice dated December 31, 2012. The associated small business size standard is 500 employees. The Naval Research Laboratory has a requirement for three (3) Compact Hyperspectral Imagers that will be used together to create a polarimetric hyperspectral imager. The delivered system shall contain three (3) hyperspectral pushbroom imagers AND the required hardware that can: a) initialize and setup the imagers (make adjustments to the binning, frame rate, etc); b) initiate and terminate the acquisition of data including the collection of time stamps for each frame of data. It shall be possible to acquire images from all three imagers simultaneously. Integration shall start and stop simultaneously for each imager (when the focal plane is sensitive to photons); c) provide for the storage of up to 3 hours of continuous data collection; d) provide a user interface that can show waterfall displays of each of the systems. The data shall be written to a standard formatted file system. A time stamp for each frame of data is required to allow registration of GPS/INS information to the imagery. The systems shall have mounting points that will allow for rigid mounting of the systems that can maintain alignment over a long period of time. Documentation of the optical and electrical specifications of the system, documented test results, and a user manual shall also be delivered. The sensors shall be capable of meeting the performance specifications as documented in Section 3 of the specifications. Delivery shall be no later than seven (7) months from date of award. The provision at 52.212-1, Instructions to Offerors-Commercial (FEB 2012), applies to this acquisition. The Government intends to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the BEST VALUE to the Government, price and other factors considered. The provision at FAR 52.212-2, Evaluation--Commercial Items is incorporated (JAN 1999). The following factors shall be used to evaluate the offers: The following factors shall be used to evaluate the offers: •Technical Capability; •Past Performance; •Price Technical capability and past performance, when combined, are more important than price. The Government will evaluate offers for award purposes by adding the total price for all options, if any are proposed, to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). General statements, that the offeror can or will comply with the requirements, that standard procedures will be used, that well known techniques will be used, or that paraphrases the RFP's specifications in whole or in part, will not constitute compliance with the mandatory requirements concerning the content of the technical proposal. Offeror shall: (a) register in, and complete the electronic annual representations and certifications via the System for Award Management (SAM) at http://www.sam.gov; and (b) complete and provide the requirements at FAR 52.212-3 Offeror Representations and Certifications--Commercial Items and DFARS 252.212-7000 Offeror Representations and Certifications--Commercial Items. In accordance with paragraph (j) of FAR 52.212-3 if changes to the ORCA annual representations and certifications apply to this acquisition, the offeror must clearly identify the applicable paragraphs at (b) through (i) which the offeror has completed for the purpose of this solicitation only. Any changes provided by the offeror are applicable to this solicitation only, and do not result in an update to the representations and certifications posted on ORCA.
