- Memo February 28, 2013 RE: Aircrew Training and Rehearsal Support Contract Advisory and Assistance Services FA8621-13-R-6304 Subj: Notice of Contracting Action FA8621-13-R-6304 - Aircrew Training and Rehearsal Support (ATARS) Advisory and Assistance Services (A&AS) Pre-solicitation Notice NAICS Code - 541712 Small Business Set-Aside - Service Disabled Veteran Owned Small Business Contracting Office: AFLCMC//WNSK 2300 D Street Wright Patterson AFB, OH Description: The ATARS Program Management Office (PMO), Air Force Life Cycle Management Center Simulators Division (AFLCMC/WNS) has a requirement for A&AS support to provide Program Management and Engineering aircrew training and simulation expertise in support of Air Force Special Operations Command (AFSOC), Air Education Training Command (AETC), Air Combat Command (ACC), and Air Force Global Strike Command (AFGSC). The ATARS A&AS support contract will be managed by the AFLCMC /WNS. The continuing ATARS A&AS support program objective is to provide high quality program management and engineering support accomplishing ATARS execution requirements such as design review participation, documentation review, training device testing and courseware management. The government intends to conduct a competitive Service Disabled Veteran Owned Small Business set-aside best value source selection. This notice is issued in accordance with FAR 5.203 and will be posted for fifteen days prior to the issuance of the Request for Proposal. An Ombudsman has been appointed to hear concerns during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate the contractor's concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals or in source selection.
