THIS IS A SOURCES SOUGHT NOTICE REPRESENTING A MARKET SURVEY AND IS NOT A REQUEST FOR PROPOSALS OR INVITATION FOR BIDS. Sources Sought Notice: HHS-ORFFSSCB-SBSS-13-01-JB The National Institutes of Health (NIH) is conducting a MARKET SURVEY to determine the availability of Small Business 8(a) concerns capable of providing all management tools, materials and supplies, equipment and labor necessary to provide Facility Maintenance Support Services to replace and repair equipment and to repair buildings and facilities on the National Institutes of Health (NIH) 9000 Rockville Pike Bethesda, MD, National Cancer Institutes (NCI) 9030 Old Georgetown Road Bethesda, MD, National Institutes of Health Animal Center (NIHAC) 16701 Elmer School Road Poolesville, MD, and National Institutes of Health Animal Center (NIHAC) 22765 Club Hollow Road Poolesville, MD. Within the scope of work for building and facility repairs, the Contractor shall perform the following types of repair work: carpentry, mechanical systems, electrical, plumbing, heating ventilation air conditioning (HVAC), surface preparations and painting, and other related tasks. Some maintenance and repair projects may require the Contractor to perform extensive emergency work to repair damages to buildings and facilities caused by unpredictable events; to repair or replace mission critical equipment, or to perform a variety of time-critical emergency work in support of mission operations. The goal of the planned contract is to obtain contractor services to perform maintenance and repair projects that are beyond the capabilities of the existing National Institutes of Health (NIH) workforce. DESCRIPTION OF THE REQUIREMENT: The Contractor shall provide the labor, materials and supplies, and equipment which the Contractor shall require to perform Government required facilities maintenance and repair support services. Primary maintenance repair services shall include the following: General Cleaning, (2) Moving and storage of files, furniture, etc., (3) Water extraction, (4) Carpet fans for drying carpets and areas as needed, (4) Water remediation, (5) Mold remediation, (6) Demolition of damaged finishes (flooring, ceilings, walls, etc., (7) Drywall repair/replacement, (8) Ceiling tile installation/replacement, (9) Floor covering, including but not limited to: Carpet, Tile (VCT), Ceramic, etc.), Linoleum, Epoxy, (10) Carpet cleaning, (11) General demolition, (12) Mechanical, HVAC, (13) Electrical, (14) Plumbing, (15) Systems unique to high containment facilities, (16) Minor renovations, (17) Remove and dispose of: Asbestos containing materials (ACM) to include Ozone depleting substances (ODS), Lead base paint, all services related to Health and Safety, Fire Safety, Security, Energy management, Environmental protection, and Other related services as required. Work may consist of multiple service calls with a combined estimate value of between $10,000.00 to $250,000.00 per call, which is work that may have been originally initiated and intended to be performed by NIH's internal work force in response to maintenance service calls received via NIH's Computerized Maintenance Management System (CMMS) MS2000, but subsequently projected to exceed internal quantitative work limitations. Usually the initial service call work, which is projected to exceed allowed in-house work force limitations, will not have been started by the NIH in-house workforce before the contractor is contacted, except where work has been started to abate a serious emergency situation. This notice is conducted according to FAR subpart 19.2 to survey the capabilities of small business to provide the required services. This announcement constitutes a Sources Sought notice and a separate written solicitation will be issued at a future date. The North American Industry Classification (NAICS) Code is 561210 and the business size standard is $35.5 million dollars. It is the intent of the National Institutes of Health (NIH), Office of Research Facilities (ORF), to procure services to provide Government required facilities maintenance and repairs, the location is at the National Institutes of Health's (NIH) main campus in Rockville Maryland. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: The contractor's must include in their Capability Statements, the company name, address, etc., the Duns and Bradstreet Number (DUNS), and the certification of business size, NAICS Code http://www.census.gov/epcd/www/drnaics.htm. Capability Statements are limited to 25 pages in size. Interested vendors capable of furnishing the government with the services specified in this Sources Sought notice should submit their Capability Statements to the email below address. Capability Statements will be due fifteen (10) calendar days from the publication date of this notice, or March 8, 2013at 2:00 pm (EST), Eastern Standard Time. The Capability Statements must reference Sources Sought number HHS-ORFFSSCB-SBSS-13-01-JB. All responsible sources may submit a Capability Statement, which if timely received, shall be considered by the agency. Capability Statements must be submitted via email only.
