- NASA/NSSC intends to issue a sole source contract Cullimore & Ring Technologies, Inc. (C&R), 2501 Briarwood Drive, Boulder, CO 80305 for the purchase of a NASA Agency-wide contract for licenses of Thermal Desktop software modules, including Thermal Desktop, SINDA/FLUINT, RadCAD, FloCAD, SinapsPlus, Thermal Adaptor for Space Claim and Mesh Generation for Space Claim. The proposed contract will have a period of performance consisting of a 1 year base period with 4 one year option periods. Pursuant to Federal Acquisition Regulation (FAR) FAR 6.302-1, the acquisition of these services has been determined to be reasonably available from only one source. Competition is impractical for the following reasons: Cullimore & Ring (C&R) developed the Thermal Desktop software.As the only thermal software that is standard across all the major NASA Centers, it offers a unique capability for sharing information between Centers, and affords Centers the ability to make thermal work more compatible. Furthermore, C&R is the only company that offers the module with the enhanced functionality that links Thermal Desktop and SpaceClaim. C&R is the only source with the ability to integrate SpaceClaim with the current suite of C&R Thermal Desktop software, which is only available through the C&R SpaceClaim module. The Thermal Desktop software currently in use was originally developed under funding from two NASA Centers. This is the only thermal software in use at ten NASA Centers (excluding Stennis Space Center SSC), including multiple licenses at ARC, DFRC, GRC, GSFC (WFF), JSC, KSC, LaRC, MSFC, and the Jet Propulsion Laboratory (JPL). The Government intends to procure the requirements herein utilizing the procedures found in FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00 p.m. central standard time on March 14, 2013. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a competitive basis, based upon responses to this notice, is solely within the discretion of the government.
