- This is a request for information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The NRL's Information Technology Division (ITD) is requesting information for research development, system maintenance, software development, training, test, and evaluation using the existing Extendable Mobile Ad-hoc Network Emulator (EMANE) testbed. Specific Tasks include the following: 1. Provide all resources required to perform hardware and software maintenance on the EMANE sytem. This may include but is not limited to hardware item replacement and upgrade; and software configuration and updates to the installed software. Software updates and other system modifications are performed as needed to support test and evaluation. 2. Review and implement adjudicated (i.e. after and with government participation and concurrence) user requests for innovation and new capabilities to the EMANE software code. Research and Development of the EMANE software codebase shall include research into implementation methods, design of the proposed system changes, writing software code, and testing to ensure the code works as designed. 3. Provide research and development into tools that aid the users in automating note tasking while utilizing the system; tools that generate configuration files for operation of the system, and tools that assist in evaluation and display of the results of test execution. 4. Provide engineering support for experimentation and testing in laboratory and field environments. This includes hardware and software support, planning and logistics for field demonstrations, operators for fielded equipment, and data analysis. The outcome of this task shall be a report(s) outlining the tests and results from the tests. 5. Provide engineering support for periodic training sessions for the EMANE system., which includes hardware and software support, planning and logistics for the training session, manuals, and training tools as needed. 6. Deliverables shall be defined as software, research, and test reports. NRL intends to award an IDIQ contract with CPFF orders. Interested parties should submit the information requested herein. The RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on the RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
