- Tactical Warfighter Interactive Training System (RFI) FOR PLANNING PURPOSES ONLY. This Request for Information (RFI) is ISSUED for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Formal notices will be on http://www.fbo.gov/ website. GENERAL INFORMATION: The United States Marine Corps (USMC) Program Manager for Training Systems (PM TRASYS) is seeking to identify sources capable of manufacturing a Commercial off the Shelf (COTS)/Non-Developmental Item (NDI) real-time motion capture, visualization and interaction system for USMC direct force on force and force on target engagements. This motion capture and visualization system must consist of technology that allows a single role player to control multiple avatars through multiple scenarios, directly with his own body motion and facial expressions. Besides direct force on force training, this system must allow Marines perform their verbal and non-verbal cultural skills when confronted with interchangeable OPFOR. This real-time motion capture, visualization and interaction system must be capable of operating on existing USMC ranges without requiring any range modifications, nor shall it hinder the use of any current USMC direct force on force and force on target infrastructure. In addition, this system must be able to record video and audio for conducting after action reviews. This real-time motion capture, visualization and interaction system should be able to transform the role-player's performance into a live projected digital character animation within a training environment. The appearance of the characters should be allowed to be customized, easily moved and placed in any training scenario. The transformation of the role-player's performance into a live projected digital character animation should be accomplished without multi-sensor suits or special markers. If any suit or special attire is required to capture the role player's own body motion and facial expressions, such should not be dependent on markers, LED or sensor suits or additional motion capture sensor infrastructure. Sources capable of satisfying the above requirements should submit capability statements/expressions of interest providing the Government information sufficient to determine actual capability. At a minimum, this information should include: 1) identification of your company or organization, 2) your company' or organizations assertion of existing, full capability to meet proposed requirements, 3) business/contracts/marketing office point(s) of contact information, 4) notification of business size and/or special status 5) pricing estimates and 6) any additional information that may be useful to the successful procurement of the requirements, if solicited.
