- In accordance with FAR Subpart 6.3, As per the Federal Acquisition Rules (FAR) Subpart 6.3, this justification represents rationale for other than full and open competition for the subject procurement. Under section 6.302-1, only one responsible source and no other source will satisfy the Agency's requirements for this item. Radiation Solutions, Inc. is a designer and manufacturer of advanced gamma-ray spectrometer instrumentation for Airborne, Mobile and Handheld radiation measurements. RSIs detection technology incorporates a fully digital system design, spectral analysis and advanced data processing. This technology provides a level of radiation detection previously only attainable in laboratory equipment. The ERGS program is upgrading its ground processing capabilities to sum spectral data from all eight detectors or process data from each detector separately to enhance ground radiological environmental surveys. The following is for the conversion of eight existing 4x4x16 NaI detectors to two model RSX-4 Radiation Detectors and consists of the following; Supply of ; Quantity: 2 - IDU units consisting of four 4 x 4 x 16 (4L) NaI detectors each complete with SDA ( PMT, Pre-amp and divider chain, Advanced Digital Spectrometer and low noise shield. Includes assembly and testing NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within seven (7) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
