- INFORMATION ONLY: THIS SOURCES SOUGHT INFORMATION ENDS ON MARCH 15, 2013 1.0 DESCRIPTION OF SERVICES. This is a pre-solicitation MARKET SURVEY to obtain commercial information relative to the provision of all management, tools, supplies, equipment, and labor necessary to maintain continuous and safe operations of boiler controls located at JB MDL, Lakehurst. The scope of work includes, but is not limited to: the preventive maintenance / repair of thirteen (13) boiler controls, the reading, resetting and tuning of five (5) boiler burner assemblies, and the testing of thirteen (13) boiler stacks’ emissions with (IAW) all local, state, federal laws / regulations and applicable American Society of Mechanical Engineers / American National Standards Institute (ASME /ANSI) codes in a manner that shall insure safe continuous environmentally acceptable operation. The contractor shall maintain records of any preventative maintenance, repairs, resets, and emission testing. 1.1. BASIC SERVICES. The contractor shall perform preventative maintenance and repair of thirteen (13) boiler controls, the reading, resetting and tuning five (5) boiler burner assemblies, and testing of thirteen (13) boiler stacks’ emissions in six (6) facilities located at JB MDL Lakehurst. See Appendix A. The contractor shall perform preventative maintenance on a quarterly basis. The contractor shall repair mechanical / electrical deficiencies found during the preventative maintenance cycle. The contractor shall read, reset and tune burner assemblies on an annual basis as per manufacturer’s specifications. The contractor shall test the boiler stacks’ emissions on an annual basis. The contractor shall provide the government with a written report for all boiler controls after completing preventative maintenance, repairs, reset and testing functions. The contractor shall use the following publications for guidance: Air Force Occupational and Environmental Safety and Health Standards (AFOSHSTD), American National Standards Institute (ANSI), American Society of Mechanical Engineers (ASME), and Occupational Safety and Health Administration (OSHA). The contractor shall schedule all the work in advance with the assigned Contracting Officer’s Representative (COR) to minimize disruption to Government operations/employees. 1.1.1 PREVENTATIVE MAINTENANCE. The contractor shall perform preventative maintenance on all boiler controls listed in Appendix B on a quarterly basis. The scope of work of preventative maintenance to include but not limited to: inspection, adjustment, calibration, programming, and minor part / component replacement, as required, to establish optimum performance, minimize malfunction, breakdown, and deterioration of equipment; and the identification of any repairs required to bring the equipment up to the manufacturer's operating requirements. The Government shall have right to request the contractor’s technician to perform required urgent work during normally scheduled maintenance visits. The technician shall perform this urgent work as directed by the COR and resume scheduled work on the next visit. Preventative maintenance shall be completed in accordance with AFOSHSTD, ASME/A17.1, ASME/A17.2, OSHA, and manufacturer’s recommendations/warranty requirements. The contractor shall provide a written report of all quarterly preventative maintenance actions performed on each boiler control. 1.1.2. BOILER BURNER RESETS. A boiler burner read, reset and tune-up shall be performed on five (5) boiler burners once a year by an authorized burner technician(s) to check and adjust air/fuel ratios. Once a year resets will be performed in the first quarter of the annual year; all boiler burners require annual resets.Boiler burner resets may be performed during a preventive maintenance cycles, providing the burner resets do not interfere with the preventive maintenance process. Although these burner resets are dependent on boiler load demands, the state guidelines mandate that the boiler must be tested at the maximum firing rate in order for results to meet the requirements indicated in the Title V Permit. Each burner reset shall be accomplished in less than 16 hours. The boiler burner technician(s) must have a current valid certification from the contractor or burner manufacturer. This certification shall be provided to the Government at time of award. 1.1.3. BOILER EXHAUST EMMISSIONS TESTS. All thirteen (13) boilers are required to have the exhaust emissions checked annually during the scheduled quarter identified by the NJDEP in the Title V Permit requirements to insure conformation to all state and federal emission regulations / laws. These exhaust emission tests shall be scheduled prior to the formal state emissions test and in conjunction with the boiler controls’ preventative maintenance and burners’ reset cycle. The contractor shall use the properly calibrated sensing equipment to monitor/record the nitrous oxides, carbon monoxide, and oxygen outputs. The tune-up shall include going up and down the benchmark at 25% intervals and the data recorded. In addition to this requirement, stack probes shall meet the appropriate NJDEP &/or manufacturer’s guidelines for the size of the stack being tested. See Appendix D. 1.1.4. REPAIRS. The contractor shall repair all mechanical/electrical/control/safety deficiencies as a result of the preventative maintenance/inspection/testing/certification, and load testing procedures as well as service calls. A record of repairs or modifications to the boiler controls requiring software or program changes shall be included in the preventive maintenance report.
