Description

Fed Biz Opps Notice Number: HSCG23-13-R-2DA027 Date: February 28, 2013 Subject: Intent to Award Sole Source Supplies & Services: (63) H-65 ESS Turret The purpose of this notification is to inform the public of an intended Sole Source Award for supplies under authority of FAR 8.604. The United States Coast Guard (USCG) anticipates awarding a Sole Source delivery order against a GSA contract held by FLIR Systems, Inc. This requirement is a follow-on action to contract HSCG38-07-D-500034 awarded by ALC which was competitively awarded to FLIR Systems, Inc. on 13 November 2006 to purchase Seventy-eight (78) Electro-Optical Sensor Systems (ESS) Turret and Performance Based Logistics (PBL) support. Sixty-nine (69) of the USCG's 142 rotary- wing aircraft currently uses the FLIR Systems turret. All 142 aircraft are configured for mounting the FLIR Systems turret. This follow-on procurement will only include ESS hardware, and accompanying software, as logistical support will be covered under the current support contract administered by Aviation Logistics Center (ALC) following expiration of the standard commercial warranty. Only one known source, FLIR Systems, Inc. can provide the H-65 ESS Turret, Part number 238854-200 which is mission critical to outfit the entire H-65 fleet. This requirement cannot be served through a competitive procurement process. The resultant award will consist of the purchase of sixty-three (63) H-65 ESS Turret, ESS hardware, and accompanying software to support the H-65 Project Discrete Segment 6 (DS6) requirements from FLIR Systems, Inc's GSA Federal Supply Schedule (FSS), GS-03F-5051C. Interested persons may identify their interest and capability to respond to the requirements as an inquiry only and must do so within 15 days from the posting of this notice.
