Market Research Questionnaire - interested parties please submit. Performance Work Statement Sources Sought Announcement The Defense Security Cooperation Agency, George C. Marshall European Center for Security Studies in Garmisch-Partenkirchen Germany requests industry comments on the capability of contractors to provide one experienced foreign language instructor with language proficiency equivalent to that of a native speaker for a combination of Swahili-Somali-Amharic-Oromo and one experienced foreign language instructor with language proficiency equivalent to that of a native speaker for a combination of Hausa-Bambera-Berber-Taureg. A working knowledge of English is also required for both instructors. The Government is contemplating up to three firm fixed price Blanket Purchase Agreements. The period of performance is anticipated to be up to five years starting on or around 01 July 2013. The scope of work is anticipated to include language instruction services for the African languages identified in this announcement and other languages as required. Other languages may include additional African languages, Dari, Pashto, Urdu, Persian-Farsi, German, Portuguese, Russian, Arabic (various dialects), Spanish, Italian, Swahili, Turkish, French, and others as necessary. A draft performance work statement is provided for industry review. The selection process anticipated will be a best value trade-off process, using the skills and qualifications of the proposed language instructor(s) as the basis for evaluation. The proposed evaluation factors include 1. Language Skills (1.1. Target Language Proficiency and 1.2. Working Knowledge of English), 2. Formal Education, 3. Experience (3.1. Teaching Experience, 3.2. Development of Instructional or Test Material, and 3.3. Life and Work Experience in Target Language Country), 4. Past Performance and 5. Price. Language skills are an acceptable/unacceptable factor. The offer must receive an acceptable rating for Factor 1 to be evaluated further. Education, experience, and past performance are of equal importance. On experience sub-factors 2 and 3 are of equal importance. When combined, sub-factors 2 and 3 are of equal importance to sub-factor 1. Education, experience, and past performance, when combined, are significantly more important than price. Interested sources shall complete the attached market research questionnaire. Responses are requested to be no more than 4 pages in length. The market research questionnaire shall be sent via email to Mr. Brian Kehoe, Contract Specialist, at brian.k.kehoe@marshallcenter.org. Submissions must be received at the office cited no later than 1400 CET on 11 March 2013. Comments received after the date and time may not be considered. This posting is a request for information from interested vendors and is issued solely for informational and planning purposes. This posting is not a Request for Proposals. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the vendor's expense. Information presented in the draft PWS, evaluation factors, proposed contract type and acquisition strategy are subject to change. Responders will not be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the responder's responsibility to monitor this site for the release of any subsequent synopsis or solicitation.
