- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is DJBP0306130022 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-65. The associated North American Industrial Classification System (NAICS) code for this procurement is 112310 with a small business size standard of $12.50M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2013-03-08 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Catano, PR 00962 The Federal Bureau of Prisons requires the following items, Meet or Exceed, to the following: LI 001: Chicken, Boneless, Skinless, Raw, White or Dark, (Tender, Breast or Thigh Meat), Frozen, A or B quality per the USDA, United States Classes, Standards and Grades for Poultry Agricultural Marketing Service (AMS) 70.200 et seq. Boneless, skinless breasts, legs, thighs, or drumsticks shall be free of cartilage and fat. Boneless, skinless thighs or breasts (excluding the attached tenderloin) shall be free of tendons. Boneless, skinless drumsticks or legs shall be free of tendons extending more than 1/2 inch beyond the meat tissue. Tendons normally associated with tenderloins are permitted. Tenderloins or boneless, skinless parts shall be free of blood clots, bruises, cuts, tears, and holes in the muscle tissue. For boneless, skinless legs, holes in the meat resulting from the removal of the patella (knee cap) are permitted, provided the bulk of the thigh and drumstick remains intact and connected. Slight discolorations and separation of the muscle tissue is permitted on boneless, skinless parts,, provided it does not detract from the appearance of the product. Boneless, skinless parts may be subdivided by cutting, slicing, dicing, or similarly reducing the size prior to grading. The reduction process shall result in size-reduced portions of meat that are intact, not mutilated, and with surfaces relatively smooth in appearance. Individual size-reduced portions of meat shall be relatively uniform in size and shape, and consistent with the size reduction process. S. Grade A, U. S. Standards, and Grades for Poultry, Un-breaded. "Leg quarter" consists of a poultry thigh and drumstick, with a portion of the back attached. Leg Quarter portion size not to be smaller than 12 ounces and not to exceed 20 ounces. Delivered amounts are to be uniform in portion size and not random sizing. Bid Quotes must identify portion size being offered 25000 LB, 1, LOT; LI 004: Chicken Patty, Breaded, All White Meat, (No Mechanically Separated, Comminuted Meat) Breading set in vegetable oil, Weight Range: 3.5 to 4.2 oz, Individually Quick Frozen, Uniform in shape, CID A-A-20276A, Style A & B, Meat (Whole muscle or Chunked and formed, 1/2 inch cube or greater (9 CFR A? 381.1 71 (f))) Type b (100 percent white meat), Combined breading and added ingredients may not exceed 30% by weight, The finished meat product may not contain more than 3.5% non-meat binders and extenders (such as nonfat dry milk, cereal, or dried whole milk) or 2% isolated soy protein may be used, but must be shown in the ingredients statement on the product's label by its common name. All ingredients in the product must be listed in the ingredients statement in order of predominance, from highest to lowest amounts in accordance with the USDA Food Safety Inspection Service (FSIS) Food Standards and Labeling Policy. 4000 LB, 1, LOT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Federal Bureau of Prisons intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Federal Bureau of Prisons is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must: (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by? (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements.
