- This is a sources sought announcement only. This sources sought synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. It is not to be construed as a commitment by the Government. Requests for a solicitation will not receive a response. The Government does not intend to pay for any information provided under this synopsis. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. Vendors are to provide their capabilities statement which should not exceed 5 pages. Performance Work Statement (PWS) For U.S. ARMY RESEARCH INSTITUTE FOR THE BEHAVIORAL AND SOCIAL SCIENCES (ARI) Contract for Survey Operations Support PART 1 GENERAL INFORMATION 1.1 DESCRIPTION OF SERVICES/INTRODUCTION: The Contractor shall provide all personnel, materials, facilities, and other supplies and non-personal services necessary to conduct research services as defined in this Performance Work Statement (PWS) for the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI), except as specified in Part 3 as Government furnished property and services. The contractor will be responsible for conducting attitude and opinion surveys in support of ARI's scientific and technology program. The Contractor shall perform to the standards in this contract. 1.2 BACKGROUND: Managing the Army's manpower requirements during this evolving global strategic environment requires that the Army's senior leaders have accurate and up-to-date information on Soldiers' attitudes and opinions on an array of personnel issues. The accuracy and timeliness of the attitude and opinion information provided to decision makers are of paramount importance in affecting the quality of decisions and personnel policies. As new policies are developed to enhance the Army's ability to staff the force, the Army needs survey research and analysis to gather and analyze data on the implementation and expected or actual effectiveness of those policies. 1.3 OBJECTIVES: The objective of this contract is for the Contractor(s) to conduct attitude and opinion surveys in support of ARI's scientific and technology program. 1.4 SCOPE: The scope of this requirement is for the Contractor to provide ARI with the necessary capabilities to conduct attitude and opinion surveys in support of ARI's scientific and technology program. 1.5 GENERAL INFORMATION 1.5.1 QUALITY CONTROL: The Contractor shall develop and maintain an effective Quality Control (QC) program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent and ensure non-recurrence of defective services. The Contractor's QC program is the means by which the Contractor assures that their work complies with the requirement of the contract. The Contractor shall obtain the Contracting Officer's approval in writing for any proposed change to the QC plan submitted with its proposal and incorporated into this contract in Section J. 1.5.2 QUALITY ASSURANCE: The Government shall evaluate the Contractor's performance under this contract in accordance with the Performance Requirements Summary, Attachment 1. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.5.3 RECOGNIZED HOLIDAYS: Contractors are not required to work on the following Federal holidays: New Year's Day Labor Day Martin Luther King Jr's Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.5.4 HOURS OF OPERATION: Contractor personnel are expected to provide support during normal operating hours (0800-1630) Monday thru Friday EST, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential. 1.5.5 PLACE OF PERFORMANCE: Performance under this contract will primarily be at the Contractor's facility. However, depending on the Task Order, performance may be at the Government site, ARI, 6000 6th St., Ft. Belvoir, VA 22060. 1.5.6 TRAVEL: Travel will not be required. 1.5.7 SECURITY REQUIREMENTS: No security clearance is required. 1.5.7.1 PHYSICAL SECURITY: The performance of this requirement will require that the Contractor has access to sensitive information. The Contractor shall be responsible for safeguarding all information and Government property provided for contractor use. At the close of each work period, Government facilities, equipment, and materials shall be secured. Controlled Unclassified Information (CUI) is explained in Army Regulation (AR) 380-5, Chapter 5. Examples of CUI include For Official Use Only (FOUO) information that affects individuals' privacy and survey results which could be viewed as sensitive to Army operations. Failure to safeguard any sensitive/privileged information which may involve the Contractor or the Contractor's personnel or to which they may have access may subject the Contractor and/or the Contractor's employees to criminal liability under Title 18, section 793 and 7908 of the United States Code. Provisions of the Privacy Act apply to all records and reports maintained by the Contractor. 1.5.8 SPECIAL QUALIFICATIONS: Contractor personnel performing tasks which are listed in Part 5 of this PWS are required to have subject matter expertise and hands-on experience in certain areas. Individual Task Orders (TOs) will specify what areas of expertise and hands-on experience are necessary for the performance of individual TOs. Examples will include, but are not limited to the following: a. Microsoft Office Software: Word, Excel, PowerPoint, and Access b. Software tools to extract and manipulate data fields from Army or Department of Defense personnel databases (i.e., Statistical Package for the Social Sciences (SPSS), Statistical Analysis System (SAS) c. Military rank structure and other military matters as they relate to the ability to identify anomalies 1.5.9 POST AWARD CONFERENCE/PERIODIC PROGRESS MEETINGS: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The Procuring Contracting Officer (PCO), COR, and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor's performance. At these meetings the COR or PCO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. 1.5.10 PROGRAM MANAGER: The Contractor shall provide a Program Manager (PM) who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the PM is absent shall be designated in writing to the Contracting Officer. The PM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. 1.5.11 IDENTIFICATION OF CONTRACTOR EMPLOYEES: All Contractor personnel attending meetings and working in other situations where their Contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by Contractors are suitably marked as Contractor products or that Contractor participation is appropriately disclosed. 1.5.12 CHANGES IN KEY POSITIONS: In the performance of this contract, key positions will be identified as such in each task order. Any changes in these positions must be approved in writing by the PCO. 1.5.13 USE OF HUMAN SUBJECTS: The scope of work for individual TOs executed under this contract may require the use of human subjects. The Contractor shall be required to comply with the applicable provisions of the Code of Federal Regulation (CFR) Title 45 Public Welfare Part 46 Protection of Human Subjects (45 CFR 46). In addition, written approval is required for the protocol for each data collection that is part of any TO issued under this contract as part of the individual task order. 1.5.13.1 Attitude and opinion surveys of Army personnel conducted in two or more major commands (Army Commands, Army Service Component Commands, or Direct Reporting Units) must be approved by ARI prior to administration, in accordance with (IAW) IAW AR 600-46 (Attitude and Opinion Survey Program). Attitude and opinion surveys of personnel both in the Army and in other DoD Services must be approved prior to administration by the Defense Manpower Data Center IAW Department of Defense Instruction (DODI) 1100.13 (Surveys of DoD Personnel). 1.5.14 PRIVACY ACT: The scope of work for individual TOs executed under this contract may require the gathering and/or storage of data covered by the Privacy Act (PL 93-579, 31 Aug 74). In the performance of this contract, the contractor shall comply with the requirements for systems security stated in the Privacy Act Statement used in the data or information collection. The contractor shall adhere to the Army Privacy Program in accordance with the Privacy Act of 1974 (Public Law 93-579) as codified in 5 U.S.C. 552a and Department of Defense (DoD) Regulation 5400.11-R. 1.5.15 INFORMATION ASSURANCE COMPLIANCE: Army Regulation 25-1 (Army Knowledge Management and Information Technology) and AR 25-2 (Information Assurance) is very specific concerning Contractor restrictions on the use of a dot com (.com) site for distribution, collection, and housing of sensitive Army information. This is especially true in regards to the completion and submission of web-based surveys and data collections. The Contractor shall submit documentation that its.com Web site for any survey or data collection is in compliance with AR 25-1 and AR 25-2, Chapter 5 or the Contractor shall obtain from HQDA G-6 a waiver to the requirement. The process of becoming compliant or obtaining a waiver shall not delay the timely performance of the data collection or indicate capability to use a.mil site for surveys and data. 1.5.15.1 WEB SITE COMPLIANCE. The Contractor shall administer surveys on a secure Web site which complies with AR 25-1 (Army Knowledge Management and Information Technology) and AR 25-2 (Information Assurance), Chapter 5. Contractor shall have an Executive DoD Information Assurance Certification and Accreditation Process Package (DIACAP) showing an acceptable DIACAP Scorecard along with an Authority to Operate (ATO) signed by the appropriate Contractor official (DODI 8510.01). Contractor shall deploy the DIACAP process (DoDD 8570.01) as the guiding principle for Information Assurance (IA) in its environment which hosts DoD data. Contractor shall incorporate security controls into its system and processes, equivalent to the level of security required by the Defense Manpower Data Center (DMDC), but minimally at the MAC-II Sensitive level as stated in DoDI 8500.2. In cases where there are issues, questions or concerns raised regarding security of the data or systems, the Government will have final decision authority. Before the start of a data collection, the Contractor shall provide the Government with the required information that the Government needs to register the 'system' into the Army Portfolio Management System (APMS). 1.5.16 PROPERTY RIGHTS: All Software, scripts, plans, procedures and documents produced under this contract become the property of the U.S. Government and may not be altered, modified or shared with other public and private activities without prior approval from the Government. 1.5.17 CONTRACTOR MANPOWER REPORTING REQUIREMENT: The contractor shall report ALL contractor labor hours (including subcontractor ;abor hours) required for performance of services provided under this contract for the ARI SurveyOperations Support Requirement. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contracting Officer's Technical Representative; (2) Contract number, including task and delivery order number; (3) Beginning and ending dates covered by reporting period; (4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data; (5) Actual direct labor hours (including sub-contractors); (6) Actual direct labor dollars paid this reporting period (including sub-contractors); (7) Total payments (including sub-contractors); (8) Predominant Federal Service Code (FSC) reflecting services provided by contractor (and separate predominant FSC for each sub-contractor if different); (9) Estimated data collection cost; (10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (the Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where the contractor and sub-contractors perform the work (specified by zip code in the United States and nearest city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporting period (by country). As part of its submission, the Contractor will provide the estimated total cost (if any) incurred to comply with this reporting requirement. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor's systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web site listed above. SAS - Statistical Analysis System SOP - Standard Operating Procedures SPSS - Statistical Package for the Social Sciences TO - Task Order UIC - Unit Identification Code PART 3 GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES 3.1 GENERAL: The Government will provide, the facilities, equipment, materials, and/or services listed below when the contractor performs on the Government site. 3.2 EQUIPMENT: The Government will provide any expendable supplies, computer hardware and computer software necessary for the contractor's use in performance of the duties outlined in this PWS when the contractor performs on the Government site. 3.3 SERVICES: N/A 3.3.1 UTILITIES: All utilities in the facility will be available for the contractor's use in performance of duties outlined in this PWS. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities. 3.4 FACILITIES: When the place of performance is on the Government site, the Government will furnish the necessary workspace for the Contractor staff to provide the support outlined in this PWS to include desk space, telephones, computers and other items necessary to maintain an office environment. PART 4 CONTRACTOR FURNISHED ITEMS AND SERVICES 4.1 GENERAL: Except for those items specifically stated to be Government furnished in Part 3, the Contractor shall furnish everything required to perform the work in accordance with the PWS. 4.2 FACILITY CLEARANCE: N/A PART 5 SPECIFIC TASKS 5.0 BASIC SERVICES: The contractor shall provide the following services: 5.1 ATTITUDE AND OPINION SURVEY (AOS) PROGRAM: Task Orders (TOs) issued by the Government to the Contractor under the Attitude and Opinion Survey (AOS) Program are intended to give ARI the ability to conduct surveys twice a year to provide information for decision-making on manpower, personnel, and leader development issues. This information can only be obtained through surveys of the target populations and may require updating due to changing population dynamics and attitudes in the various population segments. In addition, up to five surveys to targeted populations may be conducted throughout the year. 5.2 GENERAL TASKS: Individual TOs will have unique tasks specific to the performance of that task order. General tasks may include, but are not limited to, the following: 5.2.1 Prepare/present updates (e.g., monthly reports, weekly updates while survey is in the field) to the COR on survey operations, as required. 5.2.2 Develop, update, and maintain up to three databases per survey (e.g., population, sampling, and response/analytic databases) in accordance with the specifications outlined in individual TOs. 5.2.3 Submit sample database files to national change of address databases to obtain latest postal addresses. 5.2.4 Prepare and distribute via postal mail paper/printed sample communications (e.g., pre-notification, survey invitation, and reminder messages) and paper/printed survey questionnaires as directed by the COR. 5.2.5 Prepare and distribute on-line/Web sample communications (e.g., pre-notification, survey invitation, and reminder messages) and on-line/Web survey questionnaires 5.2.6 Monitor data collection operations by tracking sample nonresponse, response (partials and completes), eligibility, and disposition and provide regular updates to the COR 5.2.7 Respond to sample members' telephonic or e-mailed questions/concerns about the survey within 72 hours of receipt. 5.2.8 Develop and implement survey disposition and other Government-requested variables as directed by the COR. 5.2.9 Provide verbatim qualitative data as needed. 5.2.10 Provide methodological and database documentation, including but not limited to documentation about fielding methods, coding, and editing/scanning as directed by the COR. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success. No deviation from standard 100% inspection by COR or designee ATTACHMENT 2 QUALITY ASSURANCE SURVEILLANCE PLAN (QASP) 1.0 INTRODUCTION 1.1 PURPOSE: The role of the Government in quality assurance is to ensure contract standards are achieved. The purpose of the QASP is to identify the methods and procedures the Government will use to evaluate contractor actions while performing the requirements in the Performance Work Statement (PWS). It is designed to provide an effective surveillance method by monitoring contractor performance for each listed performance objective in the Performance Requirements Summary of the Contract for Survey Operations Support. 1.1.1 The QASP provides a systematic method to evaluate the services the contractor is required to furnish. The QASP is based on the premise the Government desires to maintain a quality standard and that a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with firm fixed price individual task orders is the best means of achieving that objective. 1.1.2 The QASP has been developed by the requiring activity. It is designed to provide direction to personnel performing contract surveillance activities. Personnel surveying the contract terms and conditions and PWS requirements will periodically review the QASP throughout the life of the contract. 2.0. ROLES AND RESPONSIBILITIES 2.1. CONTRACTING OFFICER REPRESENTATIVE (COR): The COR is responsible for quality assurance guidance and to ensure that contract quality requirements, provision, standards, and thresholds are defined, practical, enforceable, necessary, and verifiable. 2.1.1. The COR evaluates and documents contractor performance in accordance with the QASP and PWS. 2.1.2. The COR notifies the Contracting Officer of any significant performance deficiencies. 2.1.3. The COR maintains surveillance documentation. 2.1.4. The COR recommends improvements to the QASP and PWS throughout the life of the contract. 2.2. CONTRACTING OFFICER (PCO): The PCO is responsible to safeguard the interests of the United States in contractual relationships. Only the PCO is authorized to bind the Government. 2.2.1. The PCO delegates authority for inspection and/or acceptance in accordance with terms of the contract. 2.2.2. The PCO informs the contractor of the names, duties, and limitations of authority for all quality assurance personnel assigned to the contract. 3.0. DESCRIPTION OF SERVICES 3.1. SCOPE OF WORK: The contractor shall provide all personnel and other resources, necessary to provide services as defined in the PWS. 4.0. QUALITY REQUIREMENTS 4.1. QUALITY CONTROL PROGRAM: The contractor, not the Government, is responsible for management and quality control actions to meet the terms of the contract. 4.1.2 The contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a quote mark self-correcting quote mark contract is to ensure that the quality control program, approved at the beginning of the contract, provides the measuresneeded to lead the contractor to success. 4.1.3 Once the quality control program is accepted, careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program. 5.0. SURVEILLANCE 5.1 SURVEILLANCE SCHEDULE: The COR will develop a surveillance schedule. Copies of the schedule shall be sent to the contract administrator five calendar days prior to the start of the month. The schedule shall be marked quote mark FOR OFFICIAL USE ONLY quote mark. Changes to the surveillance schedule will be posted and copies sent to the contract administrator. Include documentation regarding reason for changes. 5.1.1. SURVEILLANCE METHODS: Individual TOs will indicate which tasks and method of surveillance will be used to insure the contractor complies with the PWS requirements. Re-performing the task is the preferred method of correcting any unacceptable performance. 5.1.2. 100% Inspection will be used on PRS task numbers 1, 3, 4, and 8. 5.1.3. Periodic Inspection will be used on PRS task number 6. 5.1.4. Random Sampling Inspection will be used on PRS task numbers 2, 5, and 7.
