Description
President Kennedy formed the Peace Corps with an executive order on March 1, 1961 and in 1979, it was made a fully independent federal agency. Since its founding, more than 200,000 Americans have served as Peace Corps Volunteers in 139 developing countries that request assistance. The Peace Corps mission is to promote world peace and friendship through service to others. Peace Corps Volunteers live and work within the community they serve abroad, learning the local language, and contributing skills. This technical assistance is one of three goals of the Peace Corps. The other two revolve around cross-cultural understanding gained as the people of other countries begin to understand an American as well as the cultural experience brought back and shared when the Volunteer returns home. This notice does not obligate the Government to award a contract; it does not restrict the Government's ultimate approach. Information received shall be considered solely for the purpose of determining whether to conduct a competitive requirement. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this notice. Respondents are solely responsible for properly marking and clearly identifying any proprietary information or trade secrets contained within their response. The Proprietary information received in response to this notice will be safeguarded and handled in accordance with applicable Government regulations. The Peace Corps intends to issue a firm fixed price sole source modification to an existing contract with Kenexa Government Solutions Inc of Englewood, CO. The vendor's DUNS number is 154671879. The Peace Corps competitively awarded a firm fixed priced contract to Kenexa on August 4, 2010 to provide commercial off the shelf (COTS) on line volunteer recruitment software solution. The purpose of this modification is to procure an estimated 6,000 hours of engineering support services hours to help the Software to meet Peace Corps' unique needs. Peace Corps expects to award this modification on or around fourth quarter of Fiscal Year 2013. Kenexa Government Solutions Inc is the sole entity that has current and historical knowledge of the design, development and execution of the baseline Software code that comprise the system. Kenexa Government Solutions Inc is the sole manufacture of the Software system and owns all the proprietary data required to execute the tasks Peace Corps intend to implement. In addition, it is the only the only entity with the requisite trained staff to make engineering changes required and manage the order for changes to this software in an acceptable timeframe and cost. Award action to any other source would result in duplication of cost and unacceptable delays. This modification is therefore, being made under the authority of U.S.C. 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement in windows compatible email attachment no later than March 15, 2013 2 PM ET for consideration by the Contracting Officer. Interested parties must have a Commercial and Government Entity Code (CAGE Code) and be registered in the System for Award Management (SAM).
