- BILL OF MATERIALS SSJ Contracting Office Address Department of the Air Force, Air Force Materiel Command, LCMC - Life Cycle Management Center, 2275 D Street, Wright-Patterson AFB, OH, 45433-7228 Description Air Force Materiel Command, Life Cycle Management Center, Wright Patterson AFB OH, intends to negotiate a sole source Firm-Fixed Price contract for licenses and maintenance updates for ABAQUS software for use in AFRL/RXCM. ABAQUS software maintenance will be purchased directly from immixTechnology Inc., for one year. ABAQUS software maintenance and Product Support prepared in accordance with the format in Subpart 15.2, as supplemented with additional information included in this notice. The contract will be awarded to immixTechnology Inc., 8444 Westpark Dr. Suite 200, McLean, VA 22102. Market research was previously conducted and it has been determined this is a sole source requirement IAW FAR 6.302-1. Requirement will be purchased through the required sources list via GSA schedule. This is not a request for competitive proposals and no solicitation is available. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services by 7 March 2013 at 11:59 AM EST. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Line items are as follows: CLIN 0001 SIMULIA ABAQUS/CAE (1) CLIN 0002 SIMULIA ABAQUS ANALYSIS TOKENS (7) CLIN 0003 SIMULIA ABAQUS/CAE (1) The proposed action includes a one year. Period of performance will commence 1 April 2013. Electronic Delivery to: Wright-Patterson AFB, OH Authority: 10 U.S.C. 2304(c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. See the attached Justification and Approval for Other than Full and Open Competition. Market Research will continue to be conducted in order to monitor the market to determine if other potential sources/brands will meet future mission requirements which can provided the level and type of resources required by the government. Ms. Jill Willingham, AFLCMC/AQP, Wright-Patterson AFB, OH, 45433, has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
