Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911S7-13-T-0023 ; this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-64 effective Friday, December 21, 2012; Defense DPN 20121231 effective 31 Dec 2012, and AFAC 2012-1107 effective 07 Nov 2012. This acquisition is Small Business Set-Aside; The North American Industry Classification System (NAICS) code is 711130 The business size standard is $7.0 Million. The Federal Supply Class (FSC) is L077. The Standard Industrial Classification (SIC) is 7929. The Service Contract Act is applicable to this action. Fort Leonard Wood has a requirement for a Worship Service Musician and Worship Leader for the Catholic service. Type of Contract: The government anticipates a single award of a firm-fixed-price contract with a base and (4) one year options. Proposals/offers shall be submitted in writing in Microsoft Word or PDF. Proposals/offers shall be submitted via e-mail to dominique.c.howard.civ@mail.mil by 15 March 2013. All proposals/offers shall reference solicitation number W911S7-13-T-0022 in the subject line. Period of Performance: The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. *** Contingent upon availability of funds*** The Period of Performance reads as follows: CLIN 0001: Base Year, 01 May 2013 to 30 April 2014, for Organist/Pianist/Choir Director. Quantity is 12 months. CLIN 1001: Option Year 1, 01 May 2014 to 30 April 2015, for Organist/Pianist/Choir Director. Quantity is 12 months. CLIN 2001: Option Year 2, 01 May 2015 to 30 April 2016, for Organist/Pianist/Choir Director. Quantity is 12 months. CLIN 3001: Option Year 3, 01 May 2016 to 30 April 2017, for Organist/Pianist/Choir Director. Quantity is 12 months. CLIN 4001: Option Year 4, 01 May 2017 to 30 April 2018, for Organist/Pianist/Choir Director. Quantity is 12 months. The Musician is to provide musical support during the designated worship service. A worship service is a statutory (USC Title 10) Essential Element of Religion. As such, they fall under the responsibilities of all Chaplains and, here in particular, the Fort Leonard Wood Installation Chaplain as outlined in the Commander's Master Religious Program. The mission of the Chaplain's program is to provide for Essential Elements of Religion, to include worship services for all assigned Soldiers, civilians, and family members. The Musician is not a member of the Chapel or Installation Chaplain's Office Staff. The purpose of the Musician is to provide instrumental music to assist the congregation in worship. The authority for contracting a Musician is outlined in AR 165-1, paragraphs 5-1 & 14-2 and DA PAM 165-18, paragraph 3-7, b, (3). The purpose for contracting a Musician is to support the Chaplaincy's ministry by providing professional and technical assistance in order to bring quality worship services to the Soldiers and their families who are worshipping together. The Contractor must accomplish the following tasks and activities in coordination with the Chaplain Pastor to effectively provide the vocal music services noted above when applicable. Musicians are required to: Communicate with the Chaplains and accompanists conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Chaplain Pastor of the congregation or his/her designated representative. Conduct music for the designated worship service. Provide music selections to the Chaplain Pastor in time to be published in the bulletin for the service if applicable. Musicians must submit an invoice for the previous month's services no later than the 10th working day of the next month to (1) the Chapel Pastor for signature and (2) to the Chaplain Resource Manager for final processing. Specific requirements for Musician of Worship service is as follows: Soldier Memorial Chapel Saturday 1800, Sunday 0900 and Main Post Chapel Sunday 1300: Pianist /Organist/Vocalist/Choir Director/Worship leader familiar with Catholic Music and Liturgy. Proposals/offers shall be submitted so as to arrive in government possession no later than 15:00pm Central Daylight Saving Time on 15 March 2013.
