- Special Notice DARPA-SN-13-27: Sources Sought Synopsis for Security Support Services for the Defense Advanced Research Projects Agency (DARPA) Support Services Office, Security and Intelligence Directorate (SSO-SID). SUBMISSION DEADLINE: 12:00pm EST, March 15, 2013. TECHNICAL POC: Mr. Mark Boyd, DARPA/SSO-SID, Email DARPA-SN-13-27@darpa.mil This is a SOURCES SOUGHT SYNOPSIS announcement, market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the 8(a) socio-economic status community to compete and perform a Cost Plus Fixed Fee Contract for Armed Guard Services (primary North American Industrial Classification System NAICS Code 561612, Security Guards and Patrol Services). The contract period shall consist of a 12 month base period with four 12 month option periods for renewal. The small business size standard for this acquisition is $19 Million. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. BACKGROUND DARPA's mission is to maintain the technological superiority of the U.S. military, prevent technological surprise from harming our national security, and to create technological surprise by sponsoring revolutionary, high payoff research that bridges the gap between fundamental discoveries and their military use. The DARPA mission is also to create technological surprise for our adversaries. This implies the need for imperative-radical innovation for national security. The DARPA business philosophy is to bring in expert entrepreneurial program managers for the technical programs, empower them, protect them from red tape, and to quickly make decisions about starting, continuing or stopping research projects. The DARPA Security and Intelligence Directorate (SID) supports the mission by planning, executing, and directing the security and intelligence programs at DARPA. The SID Vision is to provide exceptional mission enabling security, intelligence, international and emergency management services and capabilities by delivering innovative risk managed solutions to maximize effective mission accomplishment. SID formulates and implements security policy and procedures at DARPA and represents DARPA on security matters with external organizations. The SID Mission is to develop, manage and implement programs that facilitate the secure and successful accomplishment of the DARPA mission, while protecting DARPA personnel, information, property, and ensuring business continuity. SID Objectives are to provide world-class service to each of our customers; to establish credible security policy and procedures; to be responsive to technical program needs in a timely manner; to represent the DARPA interests in National Security Forums; and above all, to protect our people and information. The SID Challenge is to accomplish the mission and objectives while mirroring the DARPA business philosophy. SID requires Contractor support that will provide a high-quality professional security staff that believes in teamwork and customer service and that will enter into a working partnership with SID to accomplish these objectives using initiative, innovativeness, and cost consciousness to continuously improve the services provided. DARPA intends to procure comprehensive security support services to support operations at DARPA's Headquarters located at 675 North Randolph Street, Arlington, Virginia, 22203-2114. Additional services could be required to protect DARPA assets at other geographical locations from time to time. This effort has historically been solicited and awarded as a small business, Section 8(a) set-aside. The purpose of this Sources Sought Synopsis is to determine the interest and capability of qualified potential 8(a) bidders where their primary business (at least 51%) is providing Security Guards and Patrol Services, NAICS Code 561612. Determination of teaming opportunities and constraints will be defined based on market research and the responses to this sources sought synopsis. REQUEST FOR CAPABILITY STATEMENTS : Interested parties should submit capability and technical approach information to perform the following tasks indicating whether the capability can/would be provided by the respondent's staff or teaming partner(s): Staff and operate a Visitor Control Center (VCC). The normal operation for the VCC is from 0600 - 1800 on business days (Monday - Friday) excluding federal holidays. Assist with developing, implementing, and maintaining an Anti-terrorism (AT) Program IAW DoD Directive 2000.12, DoD Instruction 2000.16, and related DoD directives, instructions, guides, and manuals and administer the Agency foreign travel program including applicable briefings and coordination requirements. Provide sufficient uniformed/armed security officers to operate fixed and roving patrols in the building on a 24/7 basis including weekends and holidays. Staff and operate a Security Control Center (SCC) on a 24/7 basis including weekends and holidays. Administer a Lost and Found Property Program. Assist with sustaining a Physical Security Program IAW DoD Regulation 5200.8, ICD 705, and related DoD directives, instructions, guides, and manuals. Conduct interviews, inquiries, support investigations, and create/maintain records. Provide a technical security staff that performs Technical Surveillance Countermeasures (TSCM) activities at its Headquarters and at selected contractor sites that support DARPA technical program activities IAW DoD Instruction 5240.5, DoD S-5240.05-M1, DoD S-5240.05-M2, DoD Instruction C-5240.08, related DoD directives, instructions, guides, and manuals. Sustain a program to assure the issue, location, control, safeguarding, and accountability of locks, keys, and combinations including a qualified locksmith. Support and assist DARPA in administering a Communications Security (COMSEC) Program IAW NSTISSI 4000 and related DoD directives, instructions, guides, and manuals. Provide an on-site security system technician to monitor system and user performance and transaction processing, troubleshooting, correcting errors, maintaining, repairing, and testing the various systems used for Access control, Intrusion Detection and Closed Circuit Television (CCTV) who is experienced and certified for Lenel security systems. Emergency Management - provide support and assistance in administering all aspects of the Agency's Emergency Management Program IAW city, county, state, and DoD directives, instructions, guides, and manuals. Transportation Service - provide support and assistance in administering transportation services to include providing fully qualified and trained drivers to operate the Agency provided vehicles IAW DoD Directive 4500.36, 4500.36-R, DoD Instruction 4515.7, and related DoD directives, instructions, guides, and manuals. Training - Ability to meet and sustain all of the training requirements for the provided contractor employees and training requirements of supported programs to the Agency's population. In addition, there are 2 unique and mandatory requirements : Possess a Top Secret Facility Clearance (FCL). Contractor shall be licensed as a provider of armed and unarmed security officer services under the laws of the State of Virginia and IAW DoD Directive 5210.56, CJCS Instruction 3121.01B, and related DoD directives, instructions, guides, and manuals. Personnel must have Top Secret (TS) personnel security clearance and meet Sensitive Compartmented Information (SCI) eligibility requirements. CAPABILITY STATEMENT REQUIREMENTS : 1. Provide a brief description of your organization's capability and approach to contribute to one or more of the tasks described above. Submission should address the company's competitive advantages, unique competencies, and offerings. 3. Provide a brief description of your organization's capability and approach to accomplish the tasks described above in the "REQUEST FOR CAPABILITY STATEMENTS" section. If the task is not a capability of your organization, propose the best method of task fulfillment through possible arrangements such as subcontracting or contractor teaming arrangements. 4. If possible, identify no more than 3 past or present contracts for services similar to those required herein (preferably Federal Government contracts) and include agency/company name, point of contact, dollar value, period of performance and the services performed. 5. Responses should be no more than 10 pages. Each page shall be formatted for 8 ½ x 11" paper. Pages shall be single-spaced and one-sided. The font shall be Times New Roman and no smaller than 10pt with at least one-inch margin on all sides. Covers, tab dividers, title pages, glossaries, and table of contents are not required. The response must be in a Microsoft Word document compatible file with MSOffice 2007. Please submit your responses electronically to DARPA-SN-13-27@darpa.mil. 6.
