- The US Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the U.S Army Armament Research Development and Engineering Center (ARDEC), is currently seeking sources for a multi-plane imaging system for use in a standard indoor ballistic range test environment. The system shall be capable of providing multiple (3 or more), near instantaneous (less than 1 minute of processing time), pairs of 3-dimensional measurements of a small (possibly less than 5mm per dimensional axis), rotating (1 full rotation per 7 inches of travel), flying (translational velocity of 3000 ft/sec or more) projectile in free flight. The fidelity of the three or more measurements of: position, translational velocity, and three dimensional orientation shall be comparable or superior to current X-ray alternatives with sub tenths (or better) of a degree angular precision (both planes) at designated measurement points relative to fixed orthogonal planes being optimal. The precision of the system to dynamically capture and report three dimensional, near instant, clear estimates of projectile orientation and position during standard rotating flight in a cost effective, precise way is a primary consideration. Captured images of the projectile along its principle axis (about an inch) while in flight shall be of sufficient pixel density. A spatial resolution of 500 pixels/inch (or greater) for a test measuring angle of attack of a rifle bullet in standard rotational flight is desired. This assumes an overall resolution of 1360 X 1024 with a 2.75 quote mark field of view. Precision camera operation and light source emission control is essential as the system must be able to coordinate, extract, and process multiple sets of orthogonal images to generate velocity and orientation measurements of the projectile in dynamic rotating flight. The system shall also not be overly restrictive in terms of the accuracy of the projectile's flight path with normal small caliber ballistic dispersion expectations (e.g. M-4 dispersion) not being an impediment to either use or safe and continued operation of the device or system during routine day to day testing. The system is intended for extended rapid tests. Therefore, the system shall not utilize one shot components (e.g. some strobes) and shall have a minimal cost to use; time to use; experience to use; and safe-to-use footprints that would enable and promote broad usage of the system. Set up time of the system and tools required for set up are a consideration with fewer tools and less time being more optimal. Note: portability is not a requirement, but the system should easily fit in standard indoor range. Measurements made by the system shall be directly exportable through conventional computer mediums (e.g. excel) for additional off range analysis work. Compatibility and suitability of data collected for use with techniques and processes of other Government agencies and laboratories (such as that utilized by Aberdeen Proving Grounds) is a consideration as standardized testing is advantageous to progress. A GigE interface (or better) for image transfer post test is desirable. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration video, etc. and provide information of previous experience related to this type of work.
