- THIS IS NOT A REQUEST FOR PROPOSAL MASTER PLAN within NATIONAL HISTORIC LANDMARK SITE; GSA Design Excellence Solicitation for Lead Planning, Architecture, and Engineering Services (PAE); SOLICITATION: GS11P13MKC0029; REGION: National Capital Region, Washington, DC.; CONTRACTING OFFICER: Mary E. Pineda, (202) 205-8468; CONTRACTING SPECIALIST: Nick Carroll, (202) 205- 0757; PROJECT TYPE: Master Plan (including a Campus Development Plan, Environmental Impact Statement, Cultural Resources Evaluation, and Transportation Management Plan); BUILDING TYPE: Adaptive reuse and new construction within a national historic landmark site; CLIENT AGENCY: U.S. Department of State; REVISED 2/24/2013 BUDGET: The total cost should range between $2,000,000 to $2,500,000 ; GEOGRAPHIC LIMITATION: Nationwide, THIS PROCUREMENT IS OPEN TO SMALL AND LARGE BUSINESS (SEE SUBCONTRACTING REQUIREMENTS UNDER STAGE II HEREIN) The U.S. General Services Administration (GSA), in partnership with the U.S. Department of State (DOS) announces an opportunity for Design Excellence in Master Planning for the Potomac Hill Diplomatic Center (PHDC), a historic federal campus in the Foggy Bottom neighborhood of downtown Washington, DC. This solicitation represents Stage I of a two-stage Design Excellence Program solicitation process. GSA's Design Excellence Program was instituted to secure top-quality design talent and has led to the development of exceptional achievements in federal workspace development throughout the nation. The program stresses creativity. It also streamlines the way GSA hires Planning, Architecture, and Engineering (PAE) Firms, substantially cutting the cost of competing for GSA contracts. The Design Excellence Program operates through GSA's Public Buildings Service (PBS). PBS directs the federal government's multibillion-dollar building program, which includes construction, renovation, alteration, and repair of federal office buildings, courthouses, and other facilities. Most of GSA's work is in partnership with PAE groups from the private sector. PROJECT DESCRIPTION: The scope of work for PHDC Master Plan requires, at minimum, the successful completion (including regulatory agency approval) of all components required for a multiple scenario Campus Development Plan; Cultural Resources Evaluation (pursuant to Section 106 of the National Historic Preservation Act); Environmental Impact Statement (pursuant to the National Environmental Policy Act); and Transportation Management Plan (pursuant to the policies of the National Capital Planning Commission). The plan is also to include GSA and DOS design standards for secure facilities. REVISED 2/24/2013 The contract will range in value from $2,000,000 to $2,500,000. PHDC is located at 2300 E Street, NW, Washington, DC 20037. The site consists of two adjoining federally owned parcels, the Navy Hill and Potomac Annex properties (NOTE: Site Drawing attached herein under ATTACHMENT A - SITE DRAWING). Together, these properties compose a single, 11.8-acre campus that was deeded to the federal government in the 1790s. The site is home to the first Naval Observatory and the original headquarters of the Central Intelligence Agency. Mid-19th and early 20th Century buildings populate the campus today, which is bound by 23rd Street, NW to the east; the U.S. Institute of Peace property to the south; and the E Street, NW off ramp of the E Street Expressway to the west and north. With DOS headquarters (2201 C Street, NW) and the U.S. Institute of Peace (2301 Constitution Avenue, NW) immediately adjacent to the site, and DOS'sneed for additional federally owned office space, GSA is currently working with DOS to transform the Potomac Annex and Navy Hill properties into a single, state-of-the-art federal campus, where history meets innovation and modernization. The campus is envisioned to serve the long-term needs of DOS and minimize the agency's real estate expenses by transitioning employees now housed in private office buildings to this federally owned site. The exact number of employees to relocate will depend on the development potential of PHDC as determined through the planning process. Therefore, a major objective of this project will be to develop a Master Plan that maximizes the full development potential of the site while meeting all regulatory obligations and Design Excellence Program standards. There are eight existing office buildings located throughout the campus (three currently occupied by DOS and five vacant that are now undergoing renovation) and portions of open space that may be suitable for future development. The PHDC Master Plan will address the needs of GSA and DOS through phased development of PHDC and will turn upon such items as usable land areas, appropriate densities, highest and best use, and cultural, environmental, transportation, and regulatory constraints. The PHDC Master Plan will lay the foundation for the development of a world-class federal campus that preserves the cultural legacy of the site and responds to the development needs of the Government in the modern era and beyond. The campus should complement and contribute to surrounding public and private land uses and bring unity to the federal presence in the neighborhood. PHDC is listed on the District of Columbia Inventory of Historic Sites and is eligible for listing on the National Register of Historic Places as a historic district. The original Naval Observatory is already designated a National Historic Landmark. Scope of Services Overview In general terms, the scope of services will include: Master planning Architectural analysis Engineering (civil, geotechnical, structural, mechanical, electrical) Cultural resources evaluation (archaeology, restoration, rehabilitation, landscape preservation, adaptive reuse) Historic Preservation Communications Public engagement Urban design Transportation planning Site planning Landscape architecture Project management Scheduling Cost and value engineering Geographic information systems Administrative coordination and integration of the various disciplines involved Development phasing Physical and technical security All services necessary to meet all applicable regulations, especially the National Historic Preservation Act (Section 106) and the National Environmental Policy Act All services necessary to meet the approval of all external review authorities, especially the National Capital Planning Commission, Commission of Fine Arts, and relevant agencies of the District of Columbia Project Goals Overview In general terms, the goals for this project include: Develop space solutions for the future tenant Fully engage the tenant in the planning and conceptual design of new buildings and adaptive reuse of historic buildings Maintain and enhance the existing cultural, natural, and physical attributes of the site Balance historic preservation and historic adaptive use with new construction, including coexistence within the historic setting and specimen flora that contribute to the site's historic designations Respect, incorporate, and interpret the significance of PHDC's past Achieve standards of excellence Through strategic planning, pursue a high level of sustainable design for the facility that will meet the LEED Gold rating Plan and design to promote the natural views and vistas to and from PHDC Consider and use life cycle costs as a design factor Pursue a high level of energy and water savings through innovative design initiatives Incorporate low impact development strategies Enhance landscape design to achieve wind and visual screening and solar shading Engage a planning and design approach that explores opportunities that will accomplish adaptive use and preservation of historic structures and site Integrate the design of site security elements with building setback and barrier requirements through the use of knee walls, road alignments, aesthetic fences, and building positions Address transportation needs and requirements for the site SELECTION PROCESS - REVISED 2/24/2013 This is a Request for Qualifications (RFQ) of Lead Planner and their associated PAE Firm interested in contracting for this work. The term PAE Firm refers to a public or private organization or company, association, joint venture partnership, or other entity that will have full contractual responsibility for the project. The PAE selection will be completed in two stages as follows: In Stage I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the Lead Planner and PAE Firm. In Stage II, shortlisted Lead Planner -PAE Teams will be interviewed. Throughout the solicitation process, the Government will not allow payment for travel, living expense, computer time, or hookups for the prime PAE Firm or sub-consultants. STAGE I: The first stage will establish the experience and capabilities of the Lead Planner and their associated PAE Firm. Under the PAE Firm will exist three Lead Planners (Lead Master Planner, Lead Historic Preservation Planner, and Lead Environmental Planner), representing a team of subject matter experts holding primary responsibility for conceiving multiple campus development scenarios, and analyzing, adapting, and defending said scenarios according to all applicable policies, regulations, and other requirements. The Lead Planners may be employees of the PAE Firm or sub-consultants. PAE Firms are advised that at least 35% of the level of contract effort must be performed in the National Capital Region (i.e., the District of Columbia, City of Baltimore, counties of Montgomery, Prince Georges, Howard, Anne Arundel, and Baltimore in Maryland; cities of Alexandria, Falls Church, Fairfax, and Manassas; and counties of Arlington, Fairfax, Prince William, and Loudoun in Virginia). Stage I - Submission Requirements For this Stage I solicitation, an interested PAE Firm should submit a portfolio of their accomplishments, establishing the design capabilities of the Firm and its Lead Planners. All documentation should be in 8.5" x 11" format (11" x 17" foldouts are acceptable for images and map pages). The portfolio should be organized as follows: 1. A cover letter that references this announcement and includes a brief description of the PAE Firm and Lead Planners, their organizational structure, and noteworthy accomplishments; REVISED 2/24/2013 2. A completed Standard Form 330, excluding Section F and Section G (identification of all sub-consultants is not required at this time); 3. A complete response to each of the four qualification evaluation criteria as detailed in the next section (this portion of the application satisfies Section H of Standard Form 330). REVISED 2/24/2013 (NOTE: Blank SF330 attached herein under REVISED ATTACHMENT B - SF330) Qualification Evaluation Criteria The qualifications of each PAE Firm will be evaluated according to the following four criteria as evidenced in their portfolio submission package. 1. PAST PERFORMANCE IN PLANNING (35%): The PAE Firm will submit graphics (maximum of three pages per project) for not more than three master planning projects completed in the last ten years (at least one page should be devoted to a site plan). The narrative for each project (maximum of two typewritten pages per project) shall address the planning approach with salient features for each project and discuss how the client's program, function, image, mission, regulatory, budget, schedule, and operational objectives were satisfied by the overall project approach and planning solution. Include mention of tangible evidence where possible, such as certificates, awards, peer recognition, etc. that demonstrate excellence in the field of planning, in addition to the Firm'sability to comply with the regulatory requirements of local and state governments and organizations similar to the National Capital Planning Commission and Commission of Fine Arts. Provide one client reference contact for each project, including name, title, mailing address, email address, and direct phone number. 2. PLANNING PHILOSOPHY AND APPROACH (25%): In the Lead Planners' words, (maximum of two typewritten pages) state their overall planning philosophy and approach to the challenge of urban planning, historic preservation, environmental compliance, transportation management, stakeholder engagement, regulatory agency approval requirements, and relevant issues and parameters that may apply to the development of PHDC into a state-of-the art federal campus in downtown Washington, DC. 3. LEAD PLANNERS' PROFILES (15%): Submit a biographical sketch (maximum of two pages per person) including education, certifications, professional experience, and recognition for planning efforts, inclusive of examples. Identify and describe areas of responsibility and commitment to each project. REVISED 2/24/2013 4. LEAD PLANNERS' PORTFOLIOS (25%): Submit a portfolio for each Lead Planner representative of their individual ability to provide excellence in the field of planning. Each portfolio should include one-page narratives and two pages of graphics (at least one page devoted to a site plan) specific to the Lead Planner's role for no more than two master planning projects completed in the last ten years. The narratives shall address the Lead Planner's planning approach with salient features for each project and discuss how the client's program, function, image, mission, regulatory, budget, schedule, and operational objectives were satisfied by the overall project approach and planning solution. Include mention of tangible evidence where possible, such as certificates, awards, peer recognition, etc. that demonstrate excellence in the field of planning. It is acceptable for the same project(s) to be included in two or more Lead Planner portfolios and for there to be duplication in this section (Criteria 4) with Criteria 1; however, the information included in each Lead Planner's portfolio should address the person's individual contribution to the project to the greatest degree possible. A PAE Evaluation Board consisting of an external (i.e., non-federal) peer and representatives of GSA and DOS will evaluate the Stage I submissions. The Board will establish a shortlist of three to six PAE Firms. The shortlist will be published on FedBizOpps. The speed at which the evaluation process is completed shall depend on the number of respondents. STAGE II: Following the PAE Evaluation Board's selection of its short list of three to six PAE Firms, the shortlisted Firms will be notified and asked to submit detailed information for all members of their planning team, including all outside sub-consultants. The Firms will be required to complete a new Standard Form 330, this time reflecting their entire planning team. Stage II announcement will provide an overview of select project requirements, evaluation and selection criteria, procedures for the mandatory interviews, and the submission deadline for proposals. Sufficient time will be provided for the PAE Firm and Lead Planners to establish their full planning team. The PAE Evaluation Board will interview each team. Candidates should be prepared to discuss all aspects of the criteria indicated above and demonstrate their ability to fulfill all project requirements. Emphasis will be placed on the unique aspects of the project, planning philosophy, possible approaches to carry out the project, and project management. The Stage II evaluations will culminate with an interview before the PAE Evaluation Board. Stage II rankings will be used in conjunction with Stage I rankings to select the winning PAE Firm. This procurement is open to small and large business concerns under the Small Business Competitiveness Demonstration Program (FAR 52.219-19). REVISED 3/2/2013 Before award of the contract, the selected firm (if not a small business (not more than $7,000,000 gross average annual receipts over the past three years)) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507. As part of its commitment to socioeconomic initiatives or the Federal Government, the GSA has established the following subcontracting goals percentages : Small Business (SB) 30%; Small Disadvantage (SDB) 5%; Women Owned (WOSB) 5%; HUBZone (HZSB) 3%;Service Disabled Vet Owned (SDVOSB) 3%; and Veteran Owned Small Business (VOSB) 3%. Therefore for PAE firms that are not small businesses must submit in Stage II a narrative of the use of Small Business consultants/subcontractors. This written narrative must provide a brief narrative of outreach efforts made to utilize Small, Small Disadvantaged, HUBZONE Small, Veteran-Owned Small, Service-Disabled Veteran-Owned Small, and Woman-Owned Small Business concerns in Stage II. The narrative shall not exceed one single-sided 8-1/2" x 11" typed page. Security Clearance Requirements: At the conclusion of the Stage II solicitation process, the selected PAEFirm and designated individuals (Project Manager, Lead Planners, individuals requiring access to classified information) must have or be eligible to obtain, at minimum, an Interim Secret facility security clearance issued in accordance with the National Industrial Security Program Operating Manual. If the selected Firm and/or designated individuals do not have the required facility security clearance at time of award, the Government will sponsor the Firm and designated individuals for such a clearance; this process will take 90 days. If within the 90-day investigation period, the Government is unable to clear the selected Firm and/or designated individuals, award to that Firm will not be made and the next most qualified Firm would receive consideration. If the principal officers of a Firm in process for a facility security clearance are eligible for an Interim Secret personnel clearance, and the Firm meets all the other criteria, the Firm would be eligible for an Interim Secret facility clearance. This contract is being procured under the Brooks Act and FAR Part 36. In this process, the Government will award to the most highly qualified PAE with whom it can negotiate a fair and reasonable price. THIS IS NOT A REQUEST FOR PROPOSAL
