Description
Kennedy Space Center (KSC) has a requirement for 3 each GPU, STX8600 workstations as specified. This notice is being issued as a Sole Source Request for Quotation to Colfax International, a small business, Sunnyvale, CA. Colfax is the only company that can provide a workstation to meet Electromagnetic and Radio Frequency Interference analyses requirements performed by the Launch Services Program. These analyses require the use of unique software packages. In turn, these software packages require workstations configured with particular components. The Colfax SXT8600 Workstation has been configured with these required components, which include four Nvidia Fermi C2075 graphical computing processors, two Intel E5-2687W CPUs, eight 1T VelociRaptor hard drives and 256G of 1600 MHz system memory. Workstations configured without these components will limit the capability of the software to perform as required. Colfax International is the only vendor able to supply these workstations. Quality Acceptance Requirement per FAR 52.232-25 (a) (5) (i): Due to the complex specification, Government Acceptance will be deemed constructively 14 business days after delivery. The Government will ensure the workstations meet minimum requirements within 14 business days upon delivery. If the specification is not met, the order is considered not acceptable, upon Government notification to the contractor, an RMA shall be issued to return the items, and the order will be unilaterally canceled. This solicitation is a sole source acquisition notice for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their detailed capabilities and qualifications to perform this effort in writing to the identified point of contact no later than 10:00am EST time on March 8, 2013. Such detailed capabilities and qualifications must demonstrate in writing the ability to meet this requirement and will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Questions must be received in writing (email) by 10:00 a.m. EST on March 6, 2013, to the identified point of contact. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note 'B'. The provisions and clauses in the RFQ are those in effect through FAC 2005-66. The NAICS Code and the small business size standard for this procurement are 334111, 1000 employees. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 10:00am EST on March 8, 2013 via email to allen.j.miller@nasa.gov and kristina.irastorza@nasa.gov Offers must include solicitation number, FOB destination to KSC, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative.
