Description
PURPOSE This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this announcement is to determine interest and capability of potential qualified 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses and Service Disabled Veteran Owned Small Businesses (SDVOSBs) relative to the North American Industry Classification code (NAICS) 236220. The Small Business size standard for this NAICS code is $33.5 million average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. If inadequate responses are received, this solicitation may be issued for full and open competition. PROJECT DESCRIPTION The U.S. Army Corps of Engineers, Charleston District is performing a market research for a construction requirement entitled: "RTX-12-302 Defense Depot Red River Texas (DDRT) Fire Suppression Repairs and Upgrades". This requirement will be awarded as a firm-fixed price construction contract. The magnitude of this project is estimated to be between $25.0M and $100.0M. This will be a design-build (DB) project. This project will provide 1) "Repair by Replacement" of selected existing fire sprinkler systems within 26 designated DDRT buildings including the installation of a replacement, dedicated underground fire protection service; 2) Abandonment-in-place of the existing underground water service supplying the existing fire sprinkler systems in Building DDRT-00499, and connecting the existing fire sprinkler systems to the replacement underground fire protection water service through new connections and replacement underground piping; and 3) Repair of existing fire protection systems located in Fire Pump House (DDRT-0499A) and a Fire Protection Water Supply Tank (DDRT-0499B). This project also requires the services of a registered professional engineer in fire protection engineering. RESPONSE DEADLINE 08 March 2013 at 12:00 p.m. (Eastern Standard Time) PLACE OF PERFORMANCE Red River Army Depot, TX SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT (1) Your firm's intent to submit a proposal for this project when it is formally advertised. (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your Central Contractor Registration (CCR) information (or sam.gov record). (4) Size of firm (large or small), to include category of small business if applicable, such as 8(a), HUBZONE, or SDVOSB. (5) Firm's Bonding Capacity (6) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the work as described above in "PROJECT DESCRIPTION". This should include documentation of past specialized experience and technical competence in performing similar projects, up to three (3) past projects for which your firm was involved. The SOC should be no more than two pages in length. Be sure to indicate whether your firm was the prime or sub contractor, and list all pertinent information related to each project, to include but not limited to: a. Customer (Government? Military? Federal? Commercial?). b. Contracting Activity. c. Contract Value and/or the value of your firm's portion of the work involved. d. Place of performance. e. Any special challenges encountered and innovations delivered as a result. (7) Answer specifically the following market survey questions: a. On how many projects, within the last five (5) years, has your company performed fire suppression design, installation, repairs, or upgrades: i. As a prime contractor on contracts valued at or over $10.0M or greater? If none, what is the largest contract value where your firm acted as the prime? ii. As a Subcontractor? If so, what was the value of the overall contract? What was the value of your firm's participation on the work? iii. As a prime contractor on specific fire suppression projects valued at $2.0M or greater? b. Has your company ever: i. Performed as the fire protection designer of record on design-build construction involving high-piled storage or warehouse distribution center occupancies? ii. Constructed a warehouse fire suppression system for Class IV commodities using Early Suppression Fast Response (ESFR) or Control Mode Specific Application (CMSA) sprinkler heads? iii. Performed on any construction project involving phasing of work in an occupied warehouse facility? iv. Worked with the replacement of existing underground utilities? NOTE: If you do not intend to submit a proposal for this project when it is formally advertised, please do not submit a response to this sources sought synopsis. Firms responding to this announcement, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. OTHER INFORMATION: The solicitation will be posted to the Federal Business Opportunities web site (www.fbo.gov) when released. Proposals will be due approximately 30 days after the actual solicitation issuance date. Solicitation is estimated at this time to take place in May 2013.
