Description
Attachment 1 - Antenna Specifications The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with C&S Antenna, Inc. for the CSA Longshot Antenna without Mast (P/N SL33295) and the HF Tactical Antenna (P/N MTA-XL), which will be utilized in support of the Radio Integrated System (RIS) and RIS-Lite program antenna communication efforts. This procurement is expected to be a two (2) year firm fixed price indefinite delivery indefinite quantity contract. The maximum quantities are as follows: Description P/N Maximum Quantity CSA Longshot without Mast SL33295 120 HF Tactical Antenna MTA-XL 120 The Government intends to procure the above requirements in accordance with the statutory authority permitting Other than Full and Open Competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements. The RIS and RIS-Lite systems have a validated, controlled system architecture that includes the required antennas. The required antennas are critical components of the currently fielded RIS and RIS-Lite systems and are needed to establish the required long-range and short-range High Frequency (HF) radio communications between RIS, RIS-Lite Systems, and other forward deployed units. In order to function within RIS and RIS-Lite systems, the antennas must meet the specifications identified in Attachment 1, Antenna Specifications. C&S Antenna is the only known source capable of providing antennas that meet all of the requirements in Attachment 1. This notice of intent is not a request for competitive proposals. This notice is for information purposes only. All responsible sources may submit a capability statement or proposal that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
