Description
The Department of Veterans Affairs, Iowa City VA Medical Center, Iowa City, IA intends to negotiate a SOLE SOURCE procurement under the authority of FAR 6.302.1, FAR 6.302.5, with Brenda Booth, 10 Amherst Cove, Little Rock, AR 72205. Interested parties may identify their experience in providing these services to the Contracting Officer via e-mail at melissa.hutchison2@va.gov or fax 319-358-6430. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-65, effective January 29, 2013. The associated NAICS code is 541712 and small business size standard is 500 Employees. The acquisition is not set-aside and is being negotiated as a SOLE SOURCE procurement. The requirement for this acquisition includes the following: ITEM DESCRIPTION OF QTY UNIT AMOUNT NO. SUPPLIES/SVCS 1 YR 1.Expertise in web-based screening for the mental health conditions of rural veterans, and in the provision of enhanced educational and outreach services to rural veterans is required to support the ORH Rural Health Project N32-FY13Q1-S1-P00644, "Addressing Rural Veteran Barriers to Mental Health Care Using Web-based Screening, Tailored Education, and Direct Outreach," Michelle Mengeling, PhD, Project Leader. The expert is required to provide content expertise, labor, and materials to perform the specialized services needed to for this project, including the following: Advise project leader regarding rural veteran substance abuse and mental health treatments. Advise the project leader regarding improvements for web-based screening, specifically for the mental health conditions of rural veterans. Assist in the development of scripts for video clips specifically tailored to veteran rural substance abuse and mental health treatment. Conduct pilot testing of tailored video clips. Consult, and provide feedback and interpretation of project data analyses. Co-author reports to Office of Rural Health and other publications and reports as required by project leader and funding agency. Period of service is 4/1/2013 start to 9/30/2013.
