Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only, it shall not be used as a proposal. (c) This solicitation is issued for the purpose of obtaining information to serve as a market survey to aid in research associated with the potential development of a full spectrum solar radiation test system. The Government does not presently intend to award a contract, but desires information on risk, capability, price, innovative research and development methodology and other information in planning the development of a full spectrum solar radiation test equipment. This is a Request for Information (RFI) issued pursuant to FAR 15.2. The US Army Redstone Test Center, Climatic Test Division, Redstone Arsenal, AL, on behalf of the US Army, desires to obtain information to serve as a market survey. The system's radiation spectrum will more accurately produce solar heating and actinic effects than our current system and will meet the spectrum requirements of MIL-STD-810G Method 505.5. This system will support a test item area of 8.2 x 16.4 ft, with an optional upgrade to 16.4 x 16.4 ft. The solar rack will be modular, allowing small test items to be tested with only a portion of the solar luminaries. The solar test equipment will be mounted on a portable support structure allowing the system to be utilized in multiple environmental test chambers, with interior dimensions of 25 x 25 x 25 ft. The Solar Test System shall have a spectral distribution that is in compliance with Table 505.5C-I in MIL-STD-810G. This spectral distribution and tolerance requirement is illustrated by Table 505.5C-II in MIL-STD-810G. The Solar Test System shall provide irradiance levels from 27 W/m2 to 1120 W/m2 with a tolerance of +4 percent or +15 W/m2 (whichever is greater). The Solar Test System shall meet the uniformity requirements specified in Figure 505.5C-3 of MIL-STD-810G at all radiation intensity levels. The Solar Test System shall be programmable to allow for test profiles as specified in Figure 505.5C-5 of MIL-STD-810G. The Solar Test System shall allow an adjustable target plane to support test items with a non-uniform height as shown in Figure 505.5C-3 of MIL-STD-810G. The Solar Test System shall provide the required spectral distribution and intensity when exposed to environmental temperatures from 80 to 140F. The Solar Test System shall have a support structure that allows the system to be portable. No more than a forklift should be required to move the system. The Solar Test System shall have accompanying modeling software to provide the necessary parameters to support items of different heights, profiles, and sizes. This should allow the testing of smaller items with a subset of the luminary rack. Additionally, this would allow the system to support items with different components of interest at different heights. As a result of issuing this RFI, the Government expects to receive the following: (1) A conceptual design and description of the proposed system including which requirements the system will meet, (2) the offeror's experience with Solar Radiation Test Equipment, (3) a budgetary estimate for the proposed system, (4) the projected lead time to provide the proposed system. After RFI release, there will be a period for question submittal. All questions must be submitted in writing and reference the RFI number no later than 11:00 am (CST), 25 March 2013 to the contractual point of contact, Tony T. All RFI responses must be submitted to the technical point of contact, Bill McMahan, 256-876-7626, bill.mcmahan@us.army.mil no later than 3:00 PM Central Daylight Savings Time (CDST), 29 April 2013. The Government requests that the respondents deliver one electronic soft copy in Microsoft Word or Adobe PDF format. In addition to the information provided above, all responses to this RFI must include the RFI number, company or institution name, Commercial and Government Entity (CAGE) code, and point of contact information. Acknowledgement of receipt will only be issued if a return receipt is requested with the submission. Please do not submit any classified information. All information submitted shall be adequately safeguarded from unauthorized disclosure in accordance with FAR Part 15.207. The Government reserves the right to request further clarification or request presentations to enhance the Government's understanding of the respondent's submittal. White papers that fail to comply with the above instructions or present ideas that are not pertinent to the subject may not be reviewed. This is a request for information purposes only. This notice does not constitute a commitment by the U.S. Army to procure products or services. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. No award is intended as a result of the RFI. Information submitted in response to this RFI is submitted at no cost to the Government and will not be returned. Any exchange of information shall be consistent with procurement integrity requirements, and all appropriate proprietary claims will be protected to prevent improper disclosure.
