- The Procurement Services Division is seeking information from small business concerns that have the knowledge, capability and experience in providing Benefits Administration Consulting Services to include but not limited to: 1) Benefits determination/calculation corrections; 2) Annuity quality assurance and reviews; 3) Change management/business process reengineering; 4) Annuitant communication; 5) Customer service and; 6) Training operating under NAICS Code 525110. The Balanced Budget Act of 1997, as amended (the Act), requires the Secretary of the Treasury to assume certain responsibilities for District of Columbia judges, teachers, police and firefighters pension plans. As part of its responsibilities under the Act, the Department of the Treasury Office of D.C. Pensions (ODCP) led the development and implementation of an integrated pension/payroll system, called The System to Administer Retirements (STAR). The system provides for comprehensive annuitant support ranging from initial retirement calculations and maintenance of personal and benefits to survivor and beneficiary processing. To meet these responsibilities, ODCP partnered with the D.C. Retirement Board (DCRB) and the Bureau of Public Debt (BPD) to provide pension payment services. Under this partnership, ODCP is responsible and serves as the Benefits Administrator for the judges. At a minimum, responses should be no more than 25 pages (double sided) with a font no smaller than 12 point and include company name, DUNS number, socio-economic status (e.g. HUBZone, Small, 8(a), etc...), point of contact (including telephone number, facsimile number and e-mail address), and a list of contracts (including contract type) within the past five (5) years under which the interested party has performed the same or similar work. All responses should be sent via email to pamela.s.robinson@irs.gov. The deadline for submission of information is 14 March 2013 at 3:00 pm. This information is being requested for purposes of market research ONLY. The Government will use this information to develop a list of potential bidders.
