- NASA/GRC has a requirement for Modular Conference Furniture in accordance with the attached statement of work. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Interested offerors shall provide capability statement of their ability to provide the required products and a price breakdown by price element. Offers for the requirement described above and in the Statement of Work are due by 4:00 PM EST on March 27, 2013 to NASA Glenn Research Center, Mail Stop 60-1, 21000 Brookpark Road, Cleveland, OH 44135, Attn: David Eccleston. Offers must include solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, travel, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Electronic offers may be submitted electronically to David.S.Eccleston@nasa.gov as well. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than March 13, 2013. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any). Provisions and clauses in the RFQ are those in effect through FAC 05-01. The NAICS Code and the business size standard for this procurement are 337211 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. This is a small business set-aside. All responsible sources may submit an offer which shall be considered by the agency. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. Offerors shall provide the information required by FAR 52.212-1 (FEB 2012), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s)as defined in the clause entitled 'Buy American Act--Supplies,' the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2012), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JAN 2013), Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-28, 52.219-7, 52.222-3, 52.222-19, 52.222-21,52.222-26, 52.222-36, 52.223-18, 52.225-1, 52.225-13, 52.232-33. 52.212-2 As Amended. Selection and award will be made to the offeror whose offer will be most advantageous to the Government, with considerations given to the factors of: Past Performance: Manufacturer shall provide past performance examples that it feels best represents comparable furniture in function and quality to that being specified in this Statement of Work. Dates, locations, and client contact information shall be provided, as well as photographs and details of furniture provided. Technical: Manufacturer shall provide detailed drawing clearly depicting table materials and construction. Total Price Period of Performance: 120 days from the award date of the contract. It is critical that offerors provide adequate detail to allow evaluation of their offer. (See FAR 52.212-1(b)). NASA Clause 1852.215-84, Ombudsman, is applicable.
