Description
The U.S. Military Academy at West Point is looking for sources that can provide all labor, equipment, material, and supervision necessary to clean, calibrate, and service Digester Gas Monitoring Equipment combustible gas/h20 controls and sensors, model 5000, sentry gas monitoring system. Period of performance for this requirement is anticipated to be date of award thru 30 September 2013, with four (4) option years. Service shall be performed at USMA Wastewater Plant Bldg 849, West Point, N.Y. 10996 between the hours of 8:00 am thru 4:00 pm, Monday thru Friday excluding federal holidays. Service shall be performed four (4) times a year in the months of November, February, May and August. The contractor shall provide the following services: 1. Cleaning: remove dust or dirt built up in three controllers and eighteen (18) sensors. Cleaning shall be accomplished with compressed air, cloth wipes, or whish broom. 2. Calibration: calibrate in accordance with the factory specifications as per sentry 5000 service manual. The contractor shall furnish all calibration gases for Hydrogen Sulfide, Oxygen, Carbon Monoxide sensors and combustion sensors. Service: replace the lithium memory retention battery in the controller once a year. 3. Any electrical wiring or cables which are not in conduit should be checked once a year for damage to the insulation or corrosion of splices or terminal points. 4. Check outside alarm for proper operation The contractor shall provide all parts necessary to perform services. This is a not to exceed $ 5,000.00 Combustible Gas: Range 0-99% lower explosive limit (LEL) Response 90% less than 5% per year Hydrogen Sulfide: Range 0-99% parts per million in air, Response 20% of full scale in 30 seconds, 80% of full scale in 2 minutes Zero drift less that 5% per year Oxygen: Range 0-25% Oxygen, Response 10 seconds to 90% indication, Zero drift less that 5% per year Carbon Monoxide: Range 0-22 parts per million in air, Response 20-30 seconds to 90% indication, Zero drift less than 1% per month The contractor shall send a written report of services performed within ten (10) calendar days after service has been completed. NOTE: payment cannot be made for services without a written report. The report shall be sent to USMA, DHPW/667A/Wastewater Plant West Point, N.Y. 10996. The contractor shall submit an informational invoice to the contract monitor, COR or individuals identified in the contract (POC). The invoice shall include the purchase order number, the item number (0001) and the services performed. The contractor shall be made aware that there is a NO SMOKING POLICY ANYWHERE AT THE Wastewater Treatment Plant. Smoking is allowed outside the plants main gate. Interested sources are requested to submit an email delineating qualification, capabilities, and experience for providing these services. Sources must sufficiently demonstrate the capability to perform these services and must provide detailed experience and qualifications in all previous work pertinent to this effort. Please include your business size with your submittal. This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your responses will be used solely for market research purposes for the Government. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. The applicable North American Classification System (NAICS) Code for this requirement is 811310 and the small business size standard is $7.0M. Responses due are to be submitted by email to dominick.belfiore@us.army.mil. The information requested must be received no later than 4pm EST on 21 March 2013.
