- The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) intends to re-compete the Systems Engineering and Technical Assistance (SETA) contract, W900KK-09-D-0006. The existing contract is with Electronic Consulting Services Inc. If you would like a copy of the existing contract, please provide a Freedom of Information Act request using the following link: http://www.peostri.army.mil/apps/FOIARequestForm.jsp. The SETA requirement provides non-personal support services for program management, planning, design, development, engineering, implementation, logistics, evaluation, sustainment, operations and support, acquisition, and ancillary services to PEO STRI and other U.S. Government agencies worldwide. The services include related activities in support of all aspects of responsive integrated and interoperable infrastructure for Simulation, Training, Testing, and Instrumentation Solutions and Acquisition Services for the Warfighters and the Nation. The Government will use various market research techniques to identify capable sources and determine its acquisition strategy, which will include, but not limited to, issuance of a Sources Sought Notice (SSN), Industry Day, and one-one-one market research sessions. The Government intends to issue a SSN in March 2013 which will contain a draft Performance Work Statement (PWS) and a request for information from companies wishing to be considered for the resulting contract. For planning purposes, a formal Request for Proposal (RFP) is expected to be released in December 2013 or shortly thereafter. As more information becomes available, you will be notified via updates on FedBizOpps. The Government anticipates the North American Industry Classification System (NAICS) Code 541330, with a small business size standard of $35.5M, will be applicable for this acquisition. PEO STRI anticipates this requirement will be 100 percent set-aside for small business. However, a final decision will be based on the results of market research. This special notice is for information purposes only, does not constitute an Invitation for Bid (IFB) or RFP, and is not to be construed as a commitment by the Government, nor will the Government pay for proposal costs.
