Description

Regional Contracting Office ”Far East, US Marine Corps Installations Pacific intends to issue a Firm Fixed Price (FFP) Sole-Source Commercial Purchase Request to Laerdal Medical for the Warranty Support/Maintenance Services on three (3) Government owned Tetherless Patient Simulators (SimMan 3G). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1) OR 41 U.S.C.253 (c) (1). This authority is supported by an approved Sole Source letter. It is the Government's intent to proceed with this sole-source action. The applicable North American Industry Classification System (NAICS) code is 811219. Unique Qualifications/Rational for Use of the Authority Cited: Laerdal Medical as the original manufacturer of the Tetherless Patient Simulators (SimMan 3G) is the only vendor that has the personnel, technical knowledge, facility, and parts/equipment necessary to perform the warranty support services. Other vendors would not be able to perform the required services as the components of the parts and the software/hardware system are unique and proprietary to Laerdal Medical. The uniqueness and the proprietary nature of the parts and software/hardware system requires that only the original equipment manufacturer be contracted to perform the warranty support services in order to ensure SimMan 3G to be fully operational at all times in accordance with the manufacturer ™s specifications. In addition, Laerdal Medical Japan K.K. is a division of Laerdal Medical which has been providing the warranty support services under the existing contract. This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach. The Government is requesting that interested concerns feeling they can fully support this requirement, furnish the following information: -Company name, address, point of contact, telephone number and e-mail address. Any interested parties believing they can meet all the requirements listed above, may submit a response. All information furnished shall be in writing and must contain sufficient detail to allow the government technical representative to evaluate and determine if it can meet the requirement. The requested information is due no later than 2:00PM (Local Time/Japan Time) on 12 Mar 2013 and can be provided to Regional Contracting Office ”Far East, Attn: Minako Chinen (Contract Specialist), PSC 557 Box 2000 FPO AP 96379-2000 or via e-mail to: minako.chinen.ja@usmc.mil. This notice is for information and planning purposes only. It does not constitute an invitation for bid or a request for proposal and is not to be construed as a commitment by the Government. No costs will be paid for any charges incurred in responding to this synopsis.
