Description
The National Cemetery Administration Nationwide is soliciting offers under Solicitation No. VA786-13-R-0183 for the following: The purpose of this Millennium Project at Jefferson Barracks National Cemetery is to "Raise, Realign, Reset & Clean" upright headstones and flat markers at Jefferson Barracks National Cemetery located at 2900 Sheridan Road, Saint Louis, MO 63125. All work must be completed within 180 calendar days after receipt of Delivery Order, from start to finish. Contractor shall furnish all equipment, parts, materials, labor and supervision necessary to "Raise, Realign, Reset & Clean" upright headstones and flat markers. The Contractor's proposal will include a price for each Contract Line Item Number (CLIN) noting a unit price, a total price for the quantity of each. Unit prices given under this request for proposal will be all inclusive containing (unit prices for materials, unit prices for labor, any labor burden or fringes, any associated travel costs, profit, overhead, etc.). Evaluation for award purposes will be based on the total aggregate price. The Government will award this solicitation as a Firm Fixed Price Service Contract in accordance with the criteria contained in 52.212-2. Contractor is responsible for the following: 1)The removal and care for the headstones as required to install the new foundation system where applicable and appropriate. 2)The placement of the helical pile and metal box foundation system for each upright marker required in this contract. 3)Care and protection of each headstone during the construction period. All headstones to remain on their original gravesite or as approved by the COR. 4)Headstone Installation including Upright Headstone and Flat Marker Setting, Raising, and Realignment in accordance with the contract requirements. Note that many of the upright headstones in the Group Burial Section are not typical upright headstones. Many are considerably larger than the standard NCA upright headstone and will require special handling to prevent damage to the headstone. Many of the larger upright headstones will not fit in the foundation metal boxes as specified. Also note that most flat markers in the Group Burial Section are not typical flat markers. Most are considerably larger than the standard NCA flat marker and will require special handling to prevent damage to the markers. Setting, raising and realigning these markers will require alternative methods to achieve the desired results as described in the guidance specification. 5)Locating, raising and realigning group burial gravesite corner markers. The existing group burial gravesite corner markers currently they pose a safety issue because they are sunk in the ground. Contractor will need to raise and realign the corner markers for each group burial marker and headstone. 6)Cleaning Upright Headstones and Flat Markers. 7)Maintaining a safe presentable working environment for Contractor, Cemetery staff, and the general public. 8)Care and protection for each headstone at the cemetery. 9)Ensuring all work conforms to the National Cemetery Association's (NCA) "Operational Standards and Measures". 10)Maintaining an updated Quality Control Plan. 11)Timely submission of required reports and documentation. This acquisition is 100% Service Disabled Veteran-Owned Business Set-Aside. The NAICS Code is 812220. Size standard is $19 Million. The contractor will lay out the work and will be responsible for all horizontal and vertical measurements in connection with the precision layout of the headstones and associated helical anchor support systems. The contractor will maintain one set of as-built drawings, which will be kept current during performance of the project, to include all contract changes, modifications, and indicating work progress on a section by section basis. Contractor will deliver one set of as-built drawings to the COR within 15 calendar days after acceptance of the project by the Contracting Officer. Evaluation criteria for this award will be in the following descending order: 1) Technical 2) Past Performance 3) Price.
