- This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. The intent of this Sources Sought Synopsis is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Businesses, Woman-Owned Small Businesses, Economically Disadvantaged Woman-Owned Small Businesses and/or Service-Disabled Veteran-Owned Small Businesses. This Sources Sought Synopsis is one facet in the Government s overall market research in regards to whether the proposed solicitation will be issued as a competitive set-aside or as full and open (unrestricted). No procurement strategy will be determined based solely on the information received in response to this Sources Sought Synopsis. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. Naval Facilities Engineering Command Southwest is seeking Small Business, SBA certified 8(a), SBA certified HUBZone, Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB) and/or Service-Disabled Veteran-Owned Small Business (SDVOSB) sources with current relevant experience, personnel, and capability to perform the Architect/Engineering (A/E) services required for a firm fixed price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for NEW CONSTRUCTION AND RENOVATION OF VARIOUS PROJECTS FOR NAVAL SPECIAL WARFARE COMMAND (NSWC) IN SOUTHERN CALIFORNIA. The preponderance of the work will be in San Diego County, California. The purpose of this contract is to obtain a dedicated A-E firm to provide services for FY 2014~FY2019, NSWC Military Construction program. It is essential to establish consistency, continuity, and comprehensive understanding of the complex and unique operational and training requirements of the Special Operations Forces (SOF). One critical element in meeting SOF s mission is a phased development of a large campus complex in a coastal environment. It is intended to embed one dedicated, most qualified A-E contractor, for the duration of the program to ensure a seamless integration of the current and planned facilities required to meet the highly specialized operational and training mission unique to NSWC. Required A-E services may include the preparation of Design-Build (DB) Request for Proposals (RFP), Design-Bid-Build (DBB) construction contract packages (i.e., drawings, specifications, basis of design, design analysis, engineering calculations, cost estimate, etc.), reports/studies; site investigations to support new development of facilities on raw land, or redevelopment of existing facilities on developed sites on coastal environment; and support and coordination of various technical disciplines, such as, architect, civil, structural, mechanical, electrical, geotechnical, environmental, and planner. Required A-E services may also include Post Construction Award Services (PCAS). A-E services may require phased campus complex site development, phased infrastructure development, antiterrorism, fire protection, conformance to Environmental Impact Statement, identification and abatement methods of existing asbestos containing materials, lead-based paint, and other hazardous materials; addressing constructability issues, such as, phasing of work in occupied and unoccupied facilities; disruption of both utilities and operations of the site and building occupants during construction. The types of projects may include, but are not limited new construction, and renovation of a variety of building and structures with specialized functions and features unique to NSWC. Projects may include critical facilities related to amphibious and clandestine training; survival, evasion, resistance and escape training; urban warfare/close quarter combat facilities; indoor/outdoor shooting ranges, unmanned aerial vehicles, dive tanks, sensitive compartment information facility (SCIF), specialized ammunition and weapons storage, and siting of facilities in coastal environment and unique land topography. The North American Industry Classification System (NAICS) Code is 541310 (Architectural Services) with a Small Business Size Standard of $7 million. The proposed contract will be for one base year with four to six (to be determined) one-year renewable options, resulting in the contract performance period of five to seven years (to be determined.) The estimated total contract price for the base year and all option years combined is $30,000,000. The minimum value of individual task orders would be $250,000. The maximum value of individual task orders would be $5,000,000. Interested Small Business, SBA certified 8(a), SBA certified HUBZone, Woman-Owned Small Business, Economically Disadvantaged Woman-Owned Small Business and/or Service-Disabled Veteran-Owned Small Business sources are invited to respond to this sources sought announcement by completing the following sections of the SF330 Architect-Engineer Qualifications in the following manner: Part I Contract Specific Qualifications: Complete Section A Contract Information. Complete Section B A-E Point of Contact. In addition to name of firm in Block 5, provide your firm s Dun and Bradstreet Number (DUNS) and state if your firm is SBA Certified 8(a), SBA Certified HUBZone, SDVOSB, WOSB, EDWOSB or Small Business. A set-aside cannot be reasonably determined without size and socio-economic designations. Section E Resumes: Provide a maximum of five (5) resumes for key personnel that would be responsible for completing the required services. Include the geographic office location of the individual on the resume. At a minimum, two (2) of the five (5) submitted resumes shall be registered Professional Architects on staff with the prime firm that will be part of the Key Personnel team. Key personnel team shall include one Planner that is certified by the American Institute of Certified Planners (AICP) and another (or the same) staff member who is accredited as a Leadership in Energy and Environmental Leadership (LEED), or accredited Professional of the US Green Building Council (USGBC). Each resume shall include a maximum of five (5) specific, recently completed projects (within the past 7 years) in which the key personnel had a significant role that demonstrates the person s capability relevant to her/his proposed role in this contract. Section H Additional Information: On a maximum of two pages, list a maximum of ten specific, recently completed (within the past 7 years) projects that demonstrate experience in the required services. List each project by a brief paragraph listing the project title, location, cost, completion date and how each project reflects experience in the required services. Again, each project shall be one paragraph in length. Section H Additional Information: On a maximum of one page, provide two brief paragraphs, one addressing Location and one addressing Capacity . Entitle the first paragraph Location and within that paragraph indicate the location of the firm s main office and branch offices, and describe the team s knowledge and availability to work in the proposed geographical area. Entitle the second paragraph Capacity and within that paragraph indicate the number of employees within the firm responsible for providing Architectural services. The Offeror/Contractor must demonstrate adequate in-house staffing capable to self-perform at least 50 percent of the cost of the contract as required by FAR Clause 52.219.14 (b)(1) Limitation on Subcontracting. Section I Authorized Representative: Ensure the authorized representative of the firm signs the page attesting to the information provided in the sources sought response. Part II General Qualifications: Complete SF330 Part II - General Qualifications for the Prime Firm responding to this Sources Sought Notice.
